Context:

The Migration Policy Research Division is responsible for supporting IOM’s worldwide efforts in developing and conducting policy-oriented migration research, as well as implementing global research projects in order to inform program delivery, policy development and better understanding of migration. It promotes deeper and more nuanced understanding of international migration and displacement within and outside IOM through key partnerships and collaboration with scholars and applied researchers working in the field of migration. The Division is responsible for IOM’s biennial flagship publication, the World Migration Report. It also convenes the Migration Research Leaders’ Syndicate in support of the 2018 Global Compact on Migration. The Division also leads the provision of technical support on migration research within IOM, including by providing specialist technical advice on specific projects, reviewing and endorsing project outputs (e.g. proposals, interim reports, final reports), maintaining the RES guidance notes on the IOM Intranet and convening the migration research seminar series in Headquarters (HQs).

The successful candidate will work under the overall guidance and direct supervision of the head of the Research Division and work closely with colleagues in the Division. As a technical specialist in migration research and head of the research unit, the Officer will have the following duties and responsibilities:

1. As the head of the research unit, lead the formulation, development, expansion and integration of research initiatives, activities and projects, manage the preparation of related documentation, such as concept notes, project proposals, donor agreements and project reporting, and develop and evaluate policy proposals based on the results of various research, studies and project activities.

2. Support and assist the head of the Division (editor of IOM’s flagship World Migration Report series) with develop ment, design preparation and dissemination of the WMR. 3. Provide expert advice to the head of the Division and the head of the Publications Unit on the development, feasibility, implications and applicability of other migration research publications, such as Migration Research Series.

4. Coordinate, manage and undertake the biennial Expression of Interest process for the IOM Migration Researchers Panel.

5. Coordinate, guide and support the work of the IOM Publishing Review Panel. 6. Conceive, advise on and lead the preparation of regular contributions for the research section of IOM’s website and IOM’s intranet.

7. Lead the formulation, development, expansion and integration of research initiatives, activities and projects, manage the preparation of related documentation, such as concept notes, project proposals, donor agreements and project reporting, and develop and evaluate policy proposals based on the results of various research, studies and project activities. 8. Provide expert technical guidance, assistance and support to IOM missions globally in the design, development, review and finalisation of research projects.

9. Coordinate and conduct the migration expert speaker series in HQ.

10. Exercise administrative, operational, technical and financial management responsibility for relevant research projects and activities.

11. Service intergovernmental, expert group, interagency or other regional or international meetings and present, describe and defend research work of the Division. 12. Respond to complex and/or sensitive internal and external research queries. 13. Supervise the work of interns and consultants (as required), including advising on the selection of consultants and other experts to conduct research and studies, monitoring and guiding their work, and preparing performance appraisals.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in in a field of study related to migration or other relevant social sciences (e.g. humanitarian affairs, development studies, political science, international relations or a related field) from an accredited academic institution with seven years of relevant professional Page 2 / 4experience; or

• University degree in the above fields with nine years of relevant professional experience. Experience

• Experience in an international organization or migration research institute; • Thorough knowledge of quantitative and qualitative research methods and sound understanding of international migration matters;

• Excellent analytical and writing skills in English, and demonstrated experience in writing papers, briefings, articles, etc on migration (a publishing record is essential); • Experience in conducting research studies and capacity to present research findings in international meetings and at other events;

• Excellent interpersonal and organizational skills and a demonstrated ability to undertake official representative duties at high levels and supervise research and administrative staff; • Ability to draft research proposals, fund raising for research, collaboration with other international organizations and network/partnership building considered an asset; • Good level of computer literacy.

Languages

Fluency in English is required. Working knowledge of French and Spanish is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
