NRC’s Horn of Africa & Yemen operation comprises of large-scale multi-country humanitarian and early recovery interventions spread across nine countries (Kenya, Somalia, Ethiopia, Djibouti, South Sudan and Yemen), and most recently Eritrea, Uganda and Tanzania. NRC’s overall strategy in the region is to ensure a greater number of vulnerable people in hard to reach areas get access to humanitarian assistance, become resilient to future disasters and find durable solution. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Under the Supervision of RSSC, the Safety and Security Officer is responsible for assisting the Regional Security Unit; in implementing Security Risk Management systems and procedures in the Nairobi regional Office and in ensuring NRC’s Security Risk Management Policies, Procedures and Standards are maintained within the region.

Job description

  • Generic responsibilities
  • Assist the Regional Security Unit in Implementing NRC’s Security Risk Management Policy, procedures, regulations and standards at field level
  • Assist Regional Security Unit monitor and evaluate field compliance to NRC’s Security Risk Management Policy, procedures, regulations and standards.
  • Immediately report; all breaches of safety and security procedures; all threats to NRC staff, beneficiaries, activities or assets; all incidents including near misses.
  • Assist Regional Security Unit in incident management and/or in emergency situations as and when required.
  • Liaise with UN agencies, NGOs and other external actors to gather and triangulate information related to humanitarian safety and security
  • Ensure movements of NRC staff, visitors and vehicles within the region are closely monitored.
  • Ensure quality security updates and reports are produced by the Regional Security Unit.
  • As and when delegated provide support, security and safety updates and advice to RMT through the RD.
  • Support Regional Security Unit during trainings

  • Specific responsibilities
  • Monitor/Track movements of all NRC staff, visitors including consultants within the region.
  • Management of access control and perimeter security of the NRC offices in Nairobi and raising gaps and issues with admin/logistics for timely rectification.
  • Ensure updated emergency contacts lists are available for the NRC Regional Office and all Country Offices covered by the RO.
  • As and when delegated provide security briefings and inductions.. This includes briefing to all newly recruited staff joining NRC, and induction briefings for visiting personnel, consultants and visitors.
  • As and when delegated conduct security assessments and evaluations (based on NRC Minimum Operating Security Standards (MOSS) self-assessment) for NRC premises in Nairobi including international staff accommodation.
  • Ensure effective and efficient storage and management of information/data pertaining to the Regional Security Unit.
  • Manage guard force at the NRC office in Nairobi

Qualifications

  • Experience in conducting safety and security risk assessments (contexts and premises)
  • Experience in guard force management and access control
  • Excellent computer skills (Excel, Word etc)
  • Excellent data collection and storage skills (electronic and manual)
  • Experience from working as a Security Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own skills/profile
  • Participated in Safety and Security related trainings/workshops.
  • Fluency in English
  • Computer skills

We offer
