This is a 11 months national individual consultancy assignment under Education section of UNICEF Nepal to provide technical support for information management and data analysis on emergency education response

The purpose of this position is to strengthen UNICEF’s capacity in education  sector to ensure strategic support for planning, measuring the impact of ongoing response identifying the gaps that leads to critical decision making at subnational, national levels.

Purpose of the Assignment:

The overall objective of the consultancy is to provide technical support to Education Section to maintain and monitoring progress of the emergency response the consultancy will contribute the selected hazard prone districts and municipalities have strengthened capacity and systems for disaster preparedness and emergency response in line with National Guidelines for Disaster Preparedness and Response Planning and UNICEF core commitments for children in Humanitarian Action.

Objectives and Activities:

  • Support the Education Section in strengthening the information management, data analysis requirements related to flood response and cluster related emergency response in education.

  • Support DoE to maintain, develop and sustain mechanisms to systematically share knowledge, disseminate information and good practices across stakeholders at all levels. Task includes coordinating with the DRM Section, EMIS unit to explore the long term information management system that is managed by the DoE.
  • Compile district /partners based information for emergency reporting against response plan targets, CCC benchmarks, and reporting on UNICEF results and performance within sectoral results, contribute to SITREPS of UNICEF's emergency response on agreed schedule.

  • Identify secondary data and information sources, establish and maintain information databases that consolidate, analyses and report/disseminate information from districts/partners critical to decision making at national and subnational levels
  •  As need based work closely with Inter Agency Standing Committee (IASC) Cluster Information Management officer  and  other relevant cluster IMOs ( especially WASH ) to maintain, update and verify data and information in the 3 Ws (“Who does What, Where )

  • Manage inventory of relevant documents on the humanitarian situation and maintain/streamline monthly and weekly collection of reporting from partners identifying key issues and gaps and propose ways to bridge gaps.
  • Support the estimation of spatial and temporal gaps, overlaps and coverage of partners’ activities and projects, analyze data and information and create maps, produce info-graphics as required.
  • To help support Education Specialist to develop capacity building of cluster agencies IM focal person to established harmonized information management system. 
  • Prepare periodic draft inputs for ECW reporting for timely reporting from the section/cluster.
  • End of assignment report that encompasses key achievements, challenges and recommendations for future and ensuring that key lessons learned are captured in planning and policy documents for education cluster.

Specific Tasks   

The Consultant will be responsible to achieve the following tasks: 

  • Support the collection, analysis, and sharing on various education response and programme monitoring systems for   ECW support.
  • Maintain, develop and sustain mechanisms to systematically share  data and data analysis with cluster partners and stakeholders at all levels.
  • Provide IM services to DoE/education section for key decision making in relation to education preparedness and recovery work. This may require building additional and appropriate capacity through the training of various stakeholder in the project on information management.
  • Liaise with sectoral partners and IM Focal Points in other recovery sectors, Cluster agencies, particularly reporting Cluster achievement and progress to MoE/DoE and to the Ministry of Education Center Line Project Implementation Unit (CLPIU). Share information as appropriate and identify and gather information from other cluster, networking group which can inform sector response and preparedness decisions.

Duration of the Contract

The timeline of this consultancy work is 11 months from the date of signing on the contract.

2nd Deliverable by 15 March 2018:

Submission of draft inputs for  ECW  reporting.

3rd Deliverable by 15 May 2018:

Submission of weekly and monthly reports covering UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of ECW project including WASH analysis.

Submission of Draft inputs for ECW reporting.

Submission of content  for  Education Assessment and Info/Management Training  of  Assessment and IM meeting for Cluster partners

4th Deliverable by 15 July 2018:

Submission of weekly and monthly reports covering UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of ECW project including WASH analysis.

5th Deliverable by 15 September 2018:

Submission of weekly and monthly reports covering  UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of  ECW  project including WASH  analysis

6th Deliverable by 15 November 2018:

Completion of weekly and monthly reports covering UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of ECW project including WASH analysis.

Submission of draft inputs for Final Report to ECW.

Minimum Qualifications Required

  1. Education: Education qualifications and clear fields of studies required to carry out tasks in this assignment)

    • University degree in the social sciences (international development, international relations, education, or related technical field), business administration or management (information management, information technology or related technical field).
  2. Work Experience: Number of years of experience in specific field(s) of work

    • At least three years of progressively responsible professional work experience at the national and/or international levels in information management, humanitarian aid/ international development program management, monitoring and evaluation, or related field.
    • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.
    • Familiarity and experience working with UN agencies 
    • Familiarity and good experience working with Government sector ministry, UN agencies and wider sector stakeholders will be given an extra priority.
  3. Special skills: List any special skills and /or knowledge required 

    • Strong technical knowledge of excel, database design using normalization techniques, and mapping software knowledge such as QGIS.
    • Knowledge about the humanitarian and development communities, including the IASC cluster approach, NGOs, the UN system, governments, and donors.
    • Experience of humanitarian needs assessments, surveys, and monitoring and evaluation processes.
    • Strong IT skills, including website content management, Kobo, MS Office applications.
    • Demonstrated training/capacity building experience.  
    • Experience of developing and using databases and content management systems
    • Knowledge of core programming languages such as Java, Python and VBA programming experience considered and advantage
    • Prior use of Geographic Information Management Systems considered an advantage.
    • Understands key technical issues of coordination well enough to be able to: engage with organizations involved in response and  recovery
    • Direct experience of education in emergencies considered an advantage.
    • Knowledge and familiarity with the INEE Minimum Standards (English/Nepali) considered an advantage
