Background Information - Job-specific

Under the supervision and guidance of Stop TB’s Deputy Executive Director and in close collaboration with other members of the team, the incumbent within the Finance section of the Stop TB Partnership (STBP), hosted by UNOPS will be responsible for tracking financial resources from major donors provided to the Stop TB Partnership including specified and non-specified funds and for assisting in all financial matters relating to creating and recording of financial transactions. Establishing obligations and processing payments against obligations. Providing support in the preparation of required financial reports for internal and external use and helping with administrative correspondence and reports related to financial matters. 

Functional Responsibilities

Under the supervision of Stop TB’s Deputy Executive Director the Financial Management Officer is responsible for managing all financial operations of the Stop TB Partnership in compliance with UNOPS policies, procedures and practices as well as Stop TB Partnership Finance SOPs as approved by the STBP Board.

The specific responsibilities of the Financial Management Officer include:

  • Be responsible for reviewing and certifying all financial transactions relating to the functions of the Stop TB Partnership. 
  • Supervise finance related action for timely disbursements of funds to Grantees and other recipients of funds from STBP.
  • Maintain financial management system, including records and accounts to reflect all transactions related to the STBP activities in proper categories in accordance with the finance SOPs of the Partnership and the UNOPS financial rules and regulations. 
  • Guide the maintenance both on computer and as hardcopy STBP records of financial contributions received and receivable.
  • Perform ongoing review, analysis and reconciliation of accounts, investigating discrepancies and initiating timely corrective actions; implement effective risk management actions as per partnerships risk management system.
  • Assist in the setting-up of vendors, purchase orders, requisitions and other data entry activities in the financial system and reviewing of financial authorization for incurring project expenditures.
  • Prepare the annual work plan for submission to the STBP Board in close consultation with the functional teams of STBP; assist in the preparation of the annual budgets for inputting into the UNOPS ERP system as guided by the supervisor. 
  • Establish budgets in the financial management system ensuring budget structure following approved guidelines and protocols and for meeting reporting requirement of donors.
  • Support the design, construction and harmonization of financial reporting and performance assessment formats for assessing the execution of their financial responsibilities by STBP grantees.
  • Monitor expenditures levels against allocations and prepare and process requests for budget revision as required.
  • Prepare quarterly and yearly financial reports for all STBP operations as well as for donor agreements and answer queries as requested or required by STBP Executive Director, finance committee of the Coordinating Board, donors, Governments or Partners.
  • Review financial components of project documents, work plans and budgets with inputs from STBP functional managers for prior to approval for submission.
  • Review financial information relating to grant proposals received by the Stop TB Partnership.
  • Review and provide comments on administrative and financial aspects for finalization of contract documentation for undertaking engagement   for   implementation of the activities by STBP partner agencies, NGOs and Service Providers.
  • Review the reports received from STBP grantees and provide comments and recommendation on any course of action deemed necessary.
  • Assist in developing the Terms of Reference for any audit that may be required as per donor requirements or Board decisions and assist in the conduct of such audits.
  • Assist in responding to any audit queries that may be received.
  • Use the Order Management System (OMS) of the Global Drug Facility (GDF) of the Stop TB Partnership for monitoring all financial aspects related to placing of orders, monitoring financial ceilings in OMS, making and tracking payments and reconcile OMS data with financial data in the UNOPS ERP system. Support the preparation of the required donor reports using relevant financial data from both OMS and the UNOPS ERP system.
  • Conduct periodic reviews of financial statements of Agents of GDF/STBP with respect to orders placed, invoices received and payments made and reconcile them with the related financial information in the Stop TB Partnership financial system.
  • Prepare stock reconciliation reports every quarter for drug stocks and values in the Strategic Rotating Stock Pile kept by GDF or its Agent.
  • Liaise with the STBP Admin Officer dealing with HR matters of the Partnership to keep the HR work plan updated with respect to costs and using correct HR cost allocations for preparing financial reports for STBP management, donors and the Coordinating Board.
  • Prepare technical financial documents for the quarterly meeting of the Finance Committee.
  • Service the finance Committee meetings as and when they take place.
  • Perform other related duties as may be assigned by the supervisor.  

Education

An advanced university degree (Master’s or equivalent) in Accounting, Finance, Economics, Business Management or related fields.

A First level university degree (Bachelor’s or equivalent) in combination with 2 additional years of relevant experience may be accepted in lieu of an advanced university degree.

Experience

Minimum of 5 years of progressively responsible professional accounting experience with responsibility for Financial analysis, developing and managing budgets, management, and financial reporting in a computerized environment.

Highly desirable and considered an asset:

-       Experience in dealing with large financial systems with budgets exceeding $100 million annually.

-       Proficient computer skills especially Microsoft applications with mastery in excel.

-       Good knowledge of financial management systems.  

-       Ability to handle multi-dimensional financial portfolio in challenging and complex environments.

-       Experience in multi-donor and multi-agency accounting, budgeting and auditing.

-       Experience in financial aspects of programming activities;

-       Knowledge of International accounting and financial reporting standards. Knowledge of UN and UNOPS         financial regulations and rules as well as procurement procedures would be an asset.

-       Proven experience in preparing timely and accurate quarterly and yearly financial reports.

-       Knowledge of standard procedures and   experience in responding to audit queries.  

Languages

Fluency in both written and spoken English. Knowledge of French an asset.
