Background

A joint development assistance framework called United Nations Partnership Assistance Framework (UNPAF) 2016-2020, is currently being implemented by the UN System in Guinea-Bissau in close collaboration with the respective government’s institutions. The UNPAF priorities informs the  United Nations technical and financial assistance to the government, as part of collaborative efforts to achieve the national development priorities dubbed the National Strategic and Operational Plan for 2015-2020 – “Terra Ranka” as well as the Sustainable Development Goals 2030 in Guinea-Bissau.

 The United Nations system in Guinea-Bissau is currently enhancing and consolidating its development and peace consolidation approaches in the country, to maximize the collective impact of its program. But, no single UN entity has the level of funds, expertise and experiences require for tackling the multi-dimensional causes of underdevelopment and high poverty level. The financial contributions made available to the United Nations system at the country level are insufficient to finance all the prioritized United Nations activities in particular the key UNPAF outcomes priorities. Without additional funding, the UN’s system ability to implement the UNPAF 2016-2020 will be severely curtailed, hence the urgent need for action to mobilize urgently require funds and to build the necessary partnerships.  

On the government side, albeit the projected real GDP growth of about 5% in 2017 and 2018 is expected to strengthen the country’s economic recovery, the political uncertainty remain an obstacle to a tangible economic progress, the shrinking ODA direct budget support and revenues are impacting the government ability to funds poverty reduction strategies especially in rural areas, where basic service including, health education and sanitation services remains limited. 

To achieve UNPAF 2016-2020 priorities, the UN system urgently needs additional financial resource, because the current core funding from the UN system is insufficient on its own. With additional funding, the UN system will be able to collectively provide timely assistance in a wide range of issues, and would ensure that the support provided by each UN entity is complementary, rather than duplicative.

The UN system joint resources mobilization and partnership strategy is therefore intended to avoid individual agency parallel resource mobilization efforts and competition for limited donor’s resources for Guinea-Bissau. It also accords the UN system the ability to align its efforts and to mobilize the financial resource highly required for timely implementation of the key UN’s joint program with the government priorities, lucking funding.

Objective of the assignment:

Under the overall guidance of the Deputy Special Representative for the Secretary General (DSRSG), UN Resident Coordinator (RC) and UNDP Resident Representative and in close collaboration with the UNCT and Resident Coordinator Office in Bissau, the Resource Mobilization Specialist will develop a comprehensive resource strategy for resource mobilization and partnership for the Guinea-Bissau UNPAF 2016-2020 and aligned to UNDG Guidance note on Resource Mobilization.

The Resource Mobilization Specialist will use the inception report on Joint UNPAF 2016-2020 Partnership and Resource Mobilization Strategy, and recommendations of external reviews of the implementation of the Delivery as One reform in Guinea-Bissau as the basis for the resources mobilization strategy and partnership framework. 

The ultimate aim of this consultancy is to effectively develop a Joint Partnership and Resource Mobilization Strategy (PRMS) to ensure the UN system has the necessary resources and strategies required to jointly achieve results for the UNPAF 2016-2020 and contribute to SDG 2030. 

Duties and Responsibilities

Undertake a desk review and consultations with the government, UN system and others development partners to map out all the development strategies and the different funding actors profiles;

Review documents and consult with UN system members to better understand the UN’s vision, mission and focus areas of the UN’s future assistance for Guinea-Bissau;

Assess the feasibility of initiating One UN Fund system in Guinea-Bissau, what would be the most appropriate modalities for effective operation and whether there might be another arrangement for system wide resource mobilization for UNPAF 2016-2020;

Conduct a comprehensive analysis of potential global and local donors to map the feasibility of securing multi-year and thematic funding from various donors. The Consultant will map donors’ strategic areas of interest, funds available, grantees, funding windows, requirements, guidelines, and interest in funding key UN priorities in Guinea-Bissau result areas.

Explore opportunities for partnerships with traditional and non-traditional donors and private sector  and recommend how to develop and maintain strategic partnerships and engagement with key donors, (past, present and future);

Expected results

  • Identified resource mobilization opportunities based on the UNDG Guidance note on Resource Mobilization;
  • Identify opportunities for a stronger UN partnership approach with a view to improving aid effectiveness in the country;
  • A debrief presentation to the DSRSG/RC and UNCT regarding the main findings and the proposed next steps;
  • Develop a specific proposals for resource mobilization for identified low hanging fruits funding opportunities identified;
  • Produce a resource mobilization strategy document based on gathered inputs (context analysis), internal UN capacity analysis, and propose concrete  implementation plan with several concise and coherent options for resource mobilization and partnership-building, and mechanism for contribution management and a plan for building capacity of staff on resource mobilization and maintaining partnership for UN system in Guinea-Bissau.

Duration of the assignment

The assignment should take twenty-three (23) working days.

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability. Demonstrating an appreciation of the multicultural nature of the organization and the diversity of its staffing, appreciating differences in values and learning from cultural diversity.

Required Skills and Experience

Academic qualification:

  • Have a Master's Degree or equivalent in Economics, Social Sciences, Development, International Relations or related technical field.

Experience:

  • At least ten years of professional experience in Development, with at least two years working experience in formulation of resource mobilization and partnership strategies, experience in development funding, in negotiation techniques and official development assistance;
  • Experience in post-conflict countries desirable;
  • Experience in West Africa or Guinea-Bissau is an advantage.

Language requirement:

  • Fluency in French and English required;
  • Knowledge of Portuguese would be an asset.

Financial Proposal* - specifying a daily rate in USD and, if applicable, a lump sum for round-trip travel costs to join duty station/repatriation travel.

Evaluation:

Applicants will be screened against qualifications and competencies specified below through a desk review or an interview process. Applicants will be evaluated based on cumulative analysis based on a combination of the Technical and Financial Scores:
