The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for displaced populations. NRC started operation in the Islamic Republic of Iran in 2012. We deliver humanitarian assistance in 4 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling and Legal Assistance (ICLA).

NRC Iran is recruiting a dedicated Shelter - WASH Officer for Emergency and Early Recovery response following 2017 earthquake in Kermanshah province.

Job description

Generic responsibilities:
1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement delegated Shelter Wash projects portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
6. Conduct regular gap assessments in urban and rural refugee communities
7. Involve and inform communities and community leaders about the activities
8. Promote and share ideas for technical improvement

Specific responsibilities

• Constant coordination for implementation of NRC projects with emergency response main role players, Including BAFIA Kermanshah, IRCS, Governor Office, DoE, DRES, DoH, Municipalities, Shouras, contractors, etc.
• Coordination with NRC partner in the province, PDA, for implementation of NRC Emergency Response projects.
• Support to NRC Logistics Department with procurement of emergency materials and supplies
• Provide technical inputs to partners, contractors and PDA staff for better implementation of NRC projects.
• Utilize or develop monitoring tools and employ them to constantly observe and report on progress, and quality of work implemented
• Monitor the implementation and utilization of NRC facilities and services provided and propose course of actions for improvement
• Break down the operational plans into weekly, monthly and quarterly implementation plans
• Conduct quality control and provide technical support to NRC’s contractors
• Ensure that procurement, development and distribution of materials and equipment are conducted timely and according to procedures
• Report updated needs and priorities of the affected population to NRC SW unit timely
• Liaise with government and relevant UN and NGO partners at central and field level
• Coordinate with NRC other core competencies and Finance and Logistics departments
• Coordinate with contractors in terms of contract management, monitoring and implementation
• Coordinate with local communities
• Interact with technical agents of donors and technical advisors during the course of their fields visits, provide necessary technical inputs and lead technical discussions with them.

Qualifications

• University degree in Civil engineer (Architecture major would be considered, if combined with sound civil work experience)
• At least 5 years of work experience with similar responsibilities
• Previous work experience in complex and volatile contexts, preferably working with Gov. bodies
• Fluency in English and Persian, both written and spoken
• Proficiency in related software including AutoCAD and Microsoft Office
• Experience working with NGO/INGO will be a plus
• Experience working in WASH sector, as well as with local communities will be a plus
• Emergency Response experience is a plus

Personal qualities

• Physical health for a field job in the cold season
• Willingness to travel on daily basis to the earthquake affected areas
• Skillful in negotiation with wide range of stakeholders with different interests, including contractors, local community and relief workers
• Ability to provide technical solutions to address probable shortcomings in work implementation, or contracts
• Ability to work under changing environment
