The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for displaced populations. NRC started operation in the Islamic Republic of Iran in 2012. We deliver humanitarian assistance in 4 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling and Legal Assistance (ICLA).

Job description

The Logistics Manager main responsibilities are to ensure that:
- the logistic set up of the mission is in adherence with NRC standards and norms;
- the mission functions is in compliance with NRC policies and procedures;
- ICT services are up and running to NRC standards;
- the logistics team supports program & project implementation in the most efficient way.

In addition:
- The Logistics Manager is the Security Adviser to the Country Director.
- The Logistics Manager is part of the Country Management Group (CMG).

The following is a brief description of the role.

Generic responsibilities :
1. Ensure that country set up complies with Logistical Handbook, NRC policies and donor requirements
2. Implement NRC’s logistics systems and procedures
3. Training and support of line managers and staff with logistical responsibilities
4. Management of the logistics team
5. Ensure anti-corruption, transparency and cost efficiency focus in procedures and trainings
6. Establish filing systems/archives according to NRC standards in all offices
7. Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers
8. Oversight and responsibility for ensuring that ICT services are adequate and to NRC standards
9. Development and implementation of the NRC Security Management System at national level
10. Provide regular analysis and reports as required
11. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities :
• Ensure national SoP’s are developed, updated and disseminated across country
• Ensure rigorous procurement planning, increase cost efficiency and value for money
• Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
• Minimize security risks to the operations of NRC
• Support, training, control and development of security focal point in all offices
• Train and develop staff in safety and security
• Prepare security reports as required
• Run the counter terrorism check for suppliers
• Run the Iran vendor database check

Qualifications

• Minimum 3 years of experience as a senior Logistics Manager in a humanitarian/recovery context
• Documented results related to the position’s responsibilities
• ICT experience
• Previous experience from working in complex and volatile contexts
• Knowledge about own leadership skills/profile
• Fluency in English and Farsi, both written and verbal
• Valid driver’s license

Personal qualities

• University degree
• Knowledge of the context in Iran
• Experience and ability to train others, facilitate workshops and transfer knowledge
• Negotiation skills with Government officials and contractors
