Background

National Urban Poverty Reduction Programme (NUPRP) is to provide support towards contributing to balanced, sustainable growth and reduction of urban poverty in Bangladesh. NUPRP will work nationwide and cover poor people living in slums and informal settlements in cities and towns in Bangladesh. Selected NUPRP cities/towns will either be City Corporations and Class A Pourashavas. NUPRP will initially focus on 12-15 cities/ towns in Phase 1. This programme will contribute to ensuring a sustainable improvement in the livelihoods and living conditions of poor people living in urban slums/informal settlements in the following five Outputs. 
  1. Strengthened municipal and national government capacity to deliver pro-poor, climate sensitive, urban   development;
  2. Strengthened community organization in informal settlements; 
  3. Improved livelihoods and well-being;
  4. Piloting options to improve land tenure and developing low cost housing initiatives; and 
  5. Climate smart rehabilitation of small scale infrastructure supported. 
The ultimate intended beneficiaries of this intervention are the poor and vulnerable urban people, now and in future years. Based on evidence outlined in the previous UPPR reviews and similar types of urban interventions in Bangladesh, the NUPRP reasonably expects a wide range of benefits to result from the interventions at community, municipal and national levels. Given the ever expanding size of the urban centres and the populations that will be linked to employment opportunities, interventions targeting urban poor people should affect overall economic growth, income inequality, employment and the poverty situation.
 
NUPRP will commence with an Inception Phase. It will set the foundations of the launching of the National Urban Poverty Reduction Programme, particularly Phase 1 (months 9-32). The objectives of the Inception phase are represented in three key components: Government Relations and NUPRP Management Set-Up, Programmatic Activities and Operations Activities. NUPRP will run for 6 years from 2016 to 2022.
 

Duties and Responsibilities

The Monitoring and Evaluation Coordinator will work under the overall guidance of the International Project Manager with direct supervision of M&E Specialist 
 
Summary of Key Functions:
  1. Take the lead in data analysis and presentation of that analysis (with support from the MIS Officer) e.g. data collected through the online database, further analysis of data collected during the annual surveys etc.
  2. Support the M&E Specialist to implement NUPRP’s M&E Strategy, the key components of which include: impact evaluation, research, beneficiary feedback, online database (monitoring system) and verification.
  3. Provide guidance and direction to the firm hired for the impact evaluation, in particular related to the quantitative component.
  4. Provide guidance and direction to the firm hired to establish the online database e.g. in defining what information is to be collected.
  5. Provide leadership in the ‘verification’ process i.e. developing checklists with the Programme team and sampling activities to be spot-checked by M&E Cluster Officers.
  6. Support beneficiary feedback processes.
  7. Oversee the development of brief monthly progress reports (largely numeric) developed by the MIS Officer that outline progress against logframe and workplan.
  8. Support the M&E Specialist in preparations for annual reviews e.g. developing the self-assessment, collating information.
  9. Support the M&E Specialist to respond, in a timely manner to ad hoc information requests from DFID, UNDP and GoB.
  10. Coordinate and facilitate relevant M&E training for town teams and headquarter staff.
  11. Support the M&E Specialist in developing and managing the RELU budget.
  12. Assist the M&E Specialist in disseminating quality information, including results and lessons learnt, to a range of stakeholders, including town teams, headquarter staff, DFID, GoB and UNDP Country Office.
  13. Provide support to the M&E Specialist and International Project Manager in managing the Bangladesh Urban Poverty Knowledge Series, to help manage consultants and providing direction in relation to methodology design.
  14. Liaise and work with a range of GoB stakeholders potentially including the Bangladesh Bureau of Statistics e.g. providing technical assistance.
  15. Manage a team of M&E Cluster Officers, ensuring they have clear workplans and deliverables.
  16. Support the M&E Specialist in ensuring reporting obligations to DFID, UNDP and GoB are met.
  17. The M&E Coordinator will also undertake any other functions or responsibilities which may be assigned by the Project Management Team
Note on the scope of work:
 
The M&E Coordinator will provide support to the M&E Specialist in implementing NUPRP’s M&E Strategy, providing relevant M&E training to town and headquarter staff, supporting reporting obligations and providing technical guidance and support to service providers e.g. the impact assessment team. He/ she will be responsible for managing a team of Cluster M&E Officers as well as the MIS Officer.
 
NUPRP may provide technical support to the Bangladesh Bureau of Statistics, for example in supporting the collection and analysis of data from towns/ cities during the Household Income & Expenditure survey. The M&E Coordinator will need to support this process and will therefore need to demonstrate strong quantitative skills.

Required Skills and Experience

Education:

  • Masters’ degree in statistics, research methods or a relevant discipline

Experience: 

  • A minimum of 6-7 years of experience, which must include a minimum of three (03) years of progressively responsible and relevant professional work experience in M&E.  
  • Strong data management and analytical skills
  • Proven experience in supporting the management of large, complex M&E systems.
  • Experience of managing M&E teams i.e. the equivalent of M&E Officers 
  • Proven experience in managing or supporting the management of consultants e.g. independent impact evaluation teams
  • Working experience as M&E Coordinator/supervisor in the field of socio-economic development with national or international NGO, donor or development agency
  • Proven experience and skills in developing monitoring, evaluation and research protocols and tools
  • Experience in working with local communities, civil society partners, and government officials
  • Experience of designing studies and research, outsourcing the same and monitoring service providers
  • Ability to communicate effectively with stakeholders with a range of education levels and disciplinary backgrounds 
  • Experience with DFID and UNDP Programmes would be advantageous

Knowledge and Skills:

  • Ability to think clearly and analytically.
  • Ability to plan own work, setting priorities and complete it under pressure or when faced with competing demands.
