 PURPOSE:


Under the general supervision of the Staff Security Specialist, the Security Assistant will assist in the implementation of security operations and all matters relating to the management of safety and security for UNICEF personnel in Yemen.


How Can You Make A Change?

1) Support to administrative functions:

• Assists in the preparation of relevant mission security documentation, including but not limited to MSRA, MSCR, ConOps, and deconfliction requests.
• As necessary, establishes and maintains security databases (e.g., country and field office security documents, such as MOSS, SRM, SOPs, Security Plans, SIRs and data excel sheets).
• Maintains, and updates the national staff warden system.
• Maintains the Security Team’s leave plans, attendance sheets, leave balances, travel authorisations, and related staff security and administrative functions.
• Drafts project documents, work plans, budgets, proposals on implementation arrangements.
• Carries out transactions in VISION, ensuring programme results, activities, and programme coding are as per rolling work plans (RWPs), and makes amendments as per section revisions when necessary.
• Monitors and tracks the efficient distribution of supplies that are required for effective security programme delivery.
• As required, translate security related documents from Arabic to English, or from English to Arabic.
• Assists the Staff Security Specialist in collecting, updating and communicating information regarding the security situation in the country;
• Liaises and coordinates, when necessary, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in operation;

2) Support to monitoring and reporting on security activities / results:

• Prepares monitoring and reporting information for supervisor on agreed performance indicators to drive more efficient management and accountability for results.
• Monitors budget and financial expenditures of the section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.

3) Support in resource mobilisation

• Researches, analyses, and verifies information in support of preparing reports pertaining to donors (both current and potential). 
• Researches, analyses, and verifies information to assist in the preparation of periodic or ad hoc financial reports relating to the country office and donors to support in optimising use of programme funds.
• Carries out transactions in VISION pertaining to grants for his/her section, such as registering grant allotments and tracking expiring programme grants.

4) Security procurement

• Supports the Security Team in security procurement activities and processes (e.g., raises purchase requests and cost distributions) including contracts.
• Processes payments associated with security procurements.
• Completes and files all mandatory procurement reports and records.

5) Security coverage

• In the absence of the Staff Security Specialist and other members of the UNICEF Security Team (e.g., for leave, training, illness), supports implementation of their functions to the extent possible until their return.


MINIMUM QUALIFICATIONS*


Education:
Completion of secondary education (high school certificate), preferably supplemented by technical or university courses related to the work of the organisation.


Experience:
• Six (6) years of relevant experience is required.
• Training with civilian police, military police, private security would be an asset.
• Experience within the UN security system would be an asset.
• Experience in administration, financial or budget management would be desirable.  


Language:
Fluency in English and Arabic (both written and verbal) is required
