Based on the established policies, guidelines and service level agreements (SLAs), the purpose of the incumbent role is to provide first line ICT support for users in the country office, ensuring that effective and efficient solutions are provided to all queries on ICT related hardware, software and procedures. The incumbent is also responsible for implementation, maintenance and improvement of telecommunications systems.

Purpose of the Position

Based on the established policies, guidelines and service level agreements (SLAs), the purpose of the incumbent role is to provide first line ICT support for users in the country office, ensuring that effective and efficient solutions are provided to all queries on ICT related hardware, software and procedures. The incumbent is also responsible for implementation, maintenance and improvement of telecommunications systems.

1.   Installation and maintenance of ICT and telecommunications infrastructure:

1.1.  Undertake the installation and maintenance of ICT equipment (hardware and software) for workstations, and LAN cabling. The maintenance includes investigating the sources of problems, effecting repairs if possible and/or arranging for the necessary repairs by and following up with contracted service provider.

1.2.  Install and maintain the wireless internet infrastructure, including office Wi-Fi and bridges. This involves the daily monitoring the systems, diagnosing the source of problems, fixing them if possible or contacting contractors/vendors for repair, and following up as necessary.

1.3.  Install and maintain the telecommunications equipment, including HF, VHF, PBX and satellite equipment. This involves diagnosing the source of problems, fixing them if possible or placing service calls to contractors/vendors for maintenance/repair, and following up as necessary.

2.   Provide timely and effective support for the use of ICT and telecommunications systems:

2.1.  Provide first line technical and operational support to end-users’ requests related to ICT hardware and software utilization;

2.2.  Provide assistance and training to users for telecommunications equipment;

2.3.  Liaise with ICT Officer and ICT Specialist for resolution of new incidents for which there are no known solutions in order to have workarounds or solutions;

2.4.  Log all ICT and telecommunication related incidents/queries in the helpdesk system;

2.5.  Support project rollouts and implementation of new processes, including upgrades or migrations of new applications and systems. This requires overall understanding of the functioning of the systems and the backup of user data to avoid any loss.

3.   Support operational and administrative tasks:

3.1.  Work in collaboration with the Administration to maintain proper and up-to-date inventory of ICT and Telecommunication equipment to allow easy tracking and replacement according to the corporate rules. Report immediately discrepancies in inventory to supervisor for investigation and appropriate course of action.

3.2.  Assist the ICT Specialist in telecommunications needs assessment and monitor the orders for the telecommunication equipment;

3.3.  Work closely with Administration and UNDSS to ensure MOSS compliance of all UNICEF vehicles used for field trip;

3.4.  Act as the main focal point for the management of VISION vendor master data.

Education:

Completed secondary education supplemented by training through several courses in Telecommunications/electronics. Skills in information technology is an asset.

Experience:

Five years progressively responsible experience in installation and maintenance of ICT equipment and user support, including installation and maintenance of HF and VHF radios and satellite equipment. Experience in a UN organization is an asset.

Technical Competencies:

Certification and/or proven experience in one of these several ICT technical competencies: Computer Operating Systems, Telecommunications, Networks Information Security, Emergency Telecommunication, Satellites communication, Knowledge of server operating systems, active directory services, network operating systems platforms, etc.

Language Requirements:

Fluency in English and Ukrainian is required. Working knowledge of other UN languages will be considered as an asset.
