Context:

Under the general guidance of the Chief of Mission (COM) in Iraq, and the direct supervision of the Senior Emergency and Programme Coordination. The successful candidate will be responsible and accountable in ensuring the engineering unit is efficiently managed and supervised to achieve clients and IOM Iraq mission objectives.

Program Brief:

The “Technical Engineering Unit (TEU) functions as support unit for programme managers, and related support units overseeing technical, and construction management. Likewise, TEU provides support to Sr. Management in technical and engineering advise with donor’s meetings, and presentation with stakeholders when arises. TEU essentially functions as “one stop technical and engineering solution provider”. The Head of engineering unit will lead group of highly experienced technical engineers in the development and management of construction projects within the framework of international standardized code of practices. The unit will provide in house planning (technical assessment and audit), design (engineering design, Bill of Quantities, and technical specifications), and prepare construction documents for tendering and award in coordination with procurement unit. Further the Head of Technical Engineering Unit will provide technical support services in QA/QC and capacity building training in construction management.

1. Supervise and manage the team of engineers and support staffs under his /her judication. 2. Responsible of overseeing engineering unit administrative, resources and financial matters adherence to IOM regulations and procedures.

3. Executes responsibilities in leading, decision making and capacity building international and national staffs in construction related programme in efficient technical and engineering knowledge, skills practices.

4. As head of Technical Engineering Unit, s/he will oversee the development and dissemination of planning, implementation, monitor, and reporting engineering units’ progress with programme managers and Sr. Management.

5. Establish, strengthen and monitor an effective coherent transparent coordination mechanism with programme managers, procurement units and field support staffs. More so, resolving project management bottlenecks and gap during construction.

6. Knowledgeable and skilled in project planning, scheduling, budgeting, and management of quality control standards. Most importantly, able to design and review technical engineering documents with related software’s tools ready for tender and construction. 7. Provide technical expert advice to COM and Emergency programme coordinator pertaining to technical matters in the mission.

8. Develop and disseminate TEU standard operation guidelines and procedures (SOP), quality control construction supervision plans for the program unit field focal points and engineering units to ensure standard design and construction practices are performed across the board in the mission.

9. Take lead in coordination with programme managers, conduct technical need assessment studies, environment impact assessment studies, and planning prior to design, execution of technical documentations for tendering and award and later construction processes. 10. Establish, promote, and strengthen good working relationship with local government, international organizations, and stakeholders pertaining to mission wide construction projects. 11. Ensure that technical reports and documents will be strictly in compliance with national Iraqi standards, and international building codes standards (IBC) and international humanitarian design standards practices (Sphere Standards – Shelter and settlement & WASH codes). 12. Undertake duty travel, perform random project level QA/QC inspection and coordination with field support staffs.

13. Undertake direct support coordination function with IOM procurement unit in all tendering processes which includes pre-bid and post award technical meetings, technical and cost evaluations, and supporting role in bid analysis (BAS).

14. Provide project budget in coordination with programme managers and PD unit for donor proposal (upon request) and prepare presentation materials for donor presentation (upon request).

15. Develop and disseminate innovative new design and construction technics in humanitarian work using alternate methods of practices like renewable solar energy for shelter, WASH and other projects using software’s and tools (Staad pro, AutoCAD, sketch up, others) applicable Page 2 / 4codes and technologies.

16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Civil and Construction Management Engineering or a related field from an accredited academic institution with seven years of relevant professional experience; or • University degree in the above fields with nine years of relevant professional experience. Experience

• Certification in project management with management and supervision skills multi facet international engineering projects, and post crisis humanitarian reconstruction and stabilization projects;

• Post training certifications in planning, design and development construction contract bid document and agreements;

• Post training certifications in CCCM camp construction management, shelter, WASH and civil infrastructure engineering;

• Skills and experience in overseeing large international construction projects, in addition large humanitarian civil infrastructure, Shelter and WASH projects in Iraq; • Knowable in civil engineering and building engineering design software and tools skills is mandatory;

• Having planned, designed and construction management of large civil infrastructure projects, displaced community emergency camps, managed shelter and WASH projects. Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Desirable Competencies:
