DCA invites applications for an EOD IMAS level 3 qualified or equivalent military standard Technical Advisor to support its mine action program in Libya.

The Technical Advisor’s (TA) main responsibilities are to supervise Training and Development activities of national authorities, in accordance with relevant guidelines such as International Mine Action Standards (IMAS). The Technical Advisor may also be required to supervise Search and Clearance teams in areas contaminated with explosive remnants of war (ERW) in accordance with relevant guidelines such as International Mine Action Standards (IMAS). The TA reports to the Operations Manager.

He/she will work in a potentially hostile and arduous environment. He/she will therefore need to demonstrate a positive and self-motivated attitude. Conditions such as these require a level head, attention to detail and a willingness to develop and adhere to appropriate Standard Operational Procedures. Applicants must have the following qualifications and experience:

  • EOD IMAS Level 3 qualification or NATO equivalent, with certificates

  • Knowledge and experience of EOD and ERW clearance methodologies is essential. The successful applicant will need to show currency of competency in this area

  • Experience teaching national authorities and national staff

  • Work experience from previous positions in Humanitarian Mine Action as International EOD TA is desirable.

  • Strong leadership and team building skills are also required

  • Flexibility and cultural awareness and sensitivity are essential

  • Computer literacy essential including proficiency in Excel, Word, Power Point, etc.

  • Fluency in written and spoken English is essential

    The Technical Adviser will have the following responsibilities:

  • Plan, coordinate and deliver training as described in the training planning tool

  • Develop the capacity of national partners through ongoing support and mentoring

  • Support national DCA partners (both governmental and non-governmental) in implementing activities on the ground in Libya in accordance with IMAS, DCA SoPs, LibMAS and their SOPs

  • Assist the national partners with development of context specific SOPs and the establishment of reporting processes

  • Mentor and support the implementation of training within the Libyan national security forces.

  • Support the national partners in developing a training plan and mentor and support them in implementing the training.

  • Monitor activities of the local partners and conduct periodic internal evaluations to measure impact.

  • Provide technical knowledge assistance to the PM and other colleagues where relevant and required

  • Be the security focal point for all security related requirements incl. producing, analyzing and distributing a weekly update of security related operational issues to the DCA Libya Programme, when the Planning and Security Manager is out of the programme. Supervise and mentor search/clearance teams.

  • Conduct Battle Area Clearance

  • Conduct Explosives Ordnance Disposal as required

  • Operate in accordance with the country specific SOP

  • Provide technical oversight of field operations of the component for which he/she is responsible, including training, safety and security, daily operational planning and implementation, and the direction and discipline of locally employed operational and administrative personnel under his/her control.
