Background

Nepal experienced incessant rainfall from August 11 to 14, 2017 (hydro-meteorological stations in three Terai districts recorded the heaviest levels of precipitation in 60 years) resulting in large scale adverse impacts on life, livelihoods and infrastructure impacting 1.7 million people with 460,000 people displaced. Flooding has affected already vulnerable and marginalized regions of Nepal including some Terai districts which were rocked by major flooding in 2014 where recovery has been poor. A total of 35 districts were affected of which 18 of them severely. More than 190,000 houses were destroyed or partially damaged, displacing tens of thousands of people and rendering many homeless. Household assets and food grains were damaged and the affected communities faced shortage of food, water and non-food items. Many suffered infections from contaminated water.

Immediately following the floods, the Government of Nepal activated the Humanitarian Cluster System, resulting in efficient coordination and immediate response to the needs emerging in the affected communities. The Government mobilized 27,000 security personnel and civil servants to support relief efforts; and allocated over US$ 11.5 million toward first-phase relief activities.  Other responses included immediate humanitarian assistance from the UN System, IFRC, Red Cross, non-governmental groups and development partners.  The UN’s Central Emergency Response Fund allocated US$ 4.8 million to flood response efforts in Nepal.  Donors provided additional support to relief operations. National Red Cross societies from Australia, Bulgaria, Japan, and Korea provided funding to the IFRC. ECHO, Italy, Canada, France, Australia, China also contributed resources.

The humanitarian clusters led by the Government ministries and co-led by Development Partners have implemented post flood early recovery programmes in the Terai region. UNDP is the co-lead for Early Recovery Cluster. A national workshop on early recovery was conducted in 2nd November 2017 with the following objectives:

  • To develop a common understanding on Early Recovery among key stakeholders: concept, approaches and interventions
  • To discuss and document lessons learned from the recent Terai floods

As a follow up to this workshop, UNDP plans to document post-flood Early Recovery results including 3 case studies that demonstrates early recovery contributing to long-term recovery and resilience.
