The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam Al-Alil. 

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

 

Overview:

The purpose of the CCCM Assistant Position is to primarily facilitate the establishment of community engagement mechanisms within Ramadi. The main duty of CCCM Assistant is to participate in mapping exercises and assessments aimed at identifying the locations and needs of vulnerable populations in Western Anbar, by using participatory data collection tools and methodologies. The CCCM Assistant will be reporting to CCCM Officer. The position will be based in Anbar Area Office.

 

Ideal Candidate Profile:

A University graduate in social science or relevant fields with minimum (1) one-year experience working in Camp Management in a humanitarian/recovery context, complex and volatile contexts. Ideally the candidate should be able to use MS Word, Excel, Power point and Outlook. S/he should have the ability to prioritize responsibilities, carry out multiple tasks simultaneously, and able to meet deadlines. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • In collaboration with the other camp management staff, conduct site risk assessments and safety audits to ensure the safety of the staff and camp population, ensuring staff are fully aware and equipped to conduct their work safely.
  • Monitor multi-sector needs and service provision and the overall condition of the camp(s) including shelter, WASH, environment and cross-cutting services and apply a participatory approach to identify, analyse and prioritise the site needs in order to avoid service duplication and gaps.
  • In collaboration with other staff members develop joint site risk management plans to promote the health, safety and environment of the camp(s).
  • Support the technical implementation of maintenance by the staff, covering safe site design or layout, repairs and risk reduction, the upkeep of shelter, WASH, electrical systems, other site facilities and utilities and the general environment.
  • Mobilize, train, organize and equip camp(s) population to take part in safely maintaining the site according the risk management plan.  Ensure clarification of roles and responsibilities among population with a focus on sustainability
  • Account for and maintain all equipment and supplies that are required for technical assistance as part of site management plans.
  • Assist in the development of effective referral mechanisms in close collaboration with relevant stakeholders. Carry out, monitor and follow up on referrals.
  • Engage camp(s) population in participatory approaches to identify, analyse and prioritise site needs in order to avoid service duplication and gaps in assistance and protection.
  • Work directly with the camp(s) population(s) to establish, strengthen and monitor an effective, transparent, representative site governance system including coordination of site service provision and other defined activities
  • Facilitate the mobilization and participation of the camp(s) population(s) in the camp governance system with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into decision-making processes.

 

Qualifications:

  • Possess ability to remain calm and professional when working under pressure. 
  • Documented results related to the position’s responsibilities.
  • Strong communication, interpersonal, analytical and negotiation skills.
  • Experience in carrying out participatory fieldwork, monitoring and reporting.
  • Experience in conducting needs/vulnerability assessments and beneficiary selection processes.
  • Ability to work under time pressure, independently and with limited supervision.

 

The post will be for five (5) months contract duration with possible extension - subject to funds.

Salary: 4/1 according to NRC-Iraq's salary scale.
