Background

Solomon Islands Government (SIG) recognizes that corruption undermines development and sustains poverty, inhibits economic growth, drives political instability, enables the unsustainable use of natural resources, impacts the delivery of services and undermines good governance and the rule of law. SIG has set the fight against corruption as one of its major priorities and it is part of the Government’s Policy Statement, whereby the Government commits to oversee efficient and effective conduct of oversight institutions to eradicate corruption, at all levels in the country; establish the Solomon Islands Independent Commission Against Corruption (SIICAC); and review and strengthen anti-corruption legislation and related subsidiary legislation.

The commitment to fight corruption in Solomon Islands is also oriented towards fulfilling Solomon Islands’ international obligations and commitments. Solomon Islands acceded to the United Nations Convention against Corruption (UNCAC) in 2012.   SIG has already taken several steps in its attempt to tackle the above-mentioned commitments, in particular the National Anti-Corruption Strategy (NACS), that was endorsed by the Parliament in March 2017.  The Strategy was designed based on the UNODC guidelines on developing anti-corruption strategies and also reflects on the UNCAC first cycle review recommendations, gaps identifies during the preparations for the second cycle, and the main issues derived from the consultation process.  A Steering Committee (SC), which also includes non-State actors, was established to oversee the design and implementation process.

 Considering the strong link between the anti-corruption agenda, the Agenda 2030, and the need for an “impartial” space in which various actors can engage in dialogue, the UNDP Office in Honiara worked on scaling up its governance work by sharpening the focus on anti-corruption. This is a direct follow-up and it is to supplement the longstanding cooperation that UNDP and SIG have had on anti-corruption policy work mainly through the Joint United Nations Pacific Regional Anti-Corruption Project (UN-PRAC), implemented by UNDP and UNODC.  

The first more comprehensive step towards this was the partnership between the Office of the Prime Minister and Cabinet (OPMC) and the UNDP Office in Honiara on a joint and cost-shared project aimed at tackling the prevention side of the anti-corruption agenda in Solomon Islands.  This key output of the project will involve the preparation of the fully-fledged project document which will directly contribute to operationalization of a set of prevention measures from the NACS, and those related to increasing transparency and accountability, with focus on social accountability.  Also, considering that this is new policy and the sensitivities around it, further consultations with stakeholders are needed to determine details of the activities, their costs and time frames, as well as all the partners to be engaged. In the same context, testing a set of flagship initiatives that would be then adapted for a full-fledge implementation, and at the same time demonstrating some “quick-wins” will be instrumental for both decreasing the risks and setting the stage for an efficient project delivery.

In a similar manner, there is also strong support from national advocates for integrity and accountability regarding possible initiatives for creating space for youth engagement through focus on civic education among youths, particularly in tertiary, secondary and primary education platforms, and which needs to be linked and coordinated with the ongoing task.  This is re-enforced in both the outcome documents of the regional youth anti-corruption regional innovation lab held in Nadi 2017 and also in outcome 6 of the draft National Youth Policy.

The anti-corruption work supported by UNDP also aims to embrace a programmatic approach by ensuring strong synergies and partnership with other governance projects of UNDP such as: Strengthening the Electoral Cycle in Solomon Islands, phase II and Supporting peaceful and Inclusive transition in Solomon Islands (peacebuilding fund project): both of which promotes civic engagement and awareness for sustainable development and pace and security. The project manager/coordinator will be responsible for the overall anti-corruption programmatic efforts supported by UNDP in partnership with the government and other stakeholders as UNDP expands its programme and ceases opportunities for extended partnerships. 

Duties and Responsibilities

Under the overall guidance and supervision of the UNDP Country Manager of  the UNDP Office in the Solomon Islands, the Project Manager/coordinator (PM) will implement activities related to the Support to NACS Implementation, and other activities related to the overall anti-corruption programme as assigned.  The following are summary key functions:

  • Provide policy advice on effective governance matters, with focus on the anti-corruption agenda;
  • Ensure effective technical and professional management support for the anti-corruption programme planning, management, administration and implementation of all project activities assigned;
  • Build strategic partnerships with wider stakeholders and provide support to resource mobilization.

Provide policy and technical advice on inclusive good governance matters at all levels:

  • Lead the strategic planning, formulation and monitoring of programmatic issues based on specialized mapping and knowledge accumulation in good governance matters with  anti-corruption focus.
  • Provide political, institutional and policy advice on all aspects of the anti-corruption agenda in close consultation with UNDP, Prime Minister’s Office (PMO) and other stakeholders such as National Youth Council (NYC).
  • Identify project development challenges and highlight key issues and provide relevant policy advice based on best global experiences and practices in anti-corruption work.

Ensure effective technical and professional management support for anti-corruption programme  planning, management, administration and implementation:

  • Ensure soundness in the design, organization and implementation of agreed activities, including by preparing and/or reviewing ToR for specific activities and assisting in the identification of short-term and international experts on specific subject areas;
  • Ensure the overall relevance, and performance of the project(s) comprising the anti-corruption programme, the effective realization and quality of outputs, and adherence to applicable UNDP and SIG standards, rules and regulations;
  • Ensure principles of gender and social inclusion as the cross-cutting issue are addressed in every aspect of the project implementation and management with greater focus on gender equality, and women and youth engagement in project activities;
  • Provide technical advice to the project(s) in developing baselines, indicators and targets for projects monitoring and evaluation, as well as in preparing projects/programme reports that capture results, lessons learned and good practices for possible wider application;
  • Exercise overall responsibility for planning, management, implementation, monitoring and coordination aspects of the project implementation including the implementation team (national and international);
  • Ensure full compliance of operations with UN/UNDP rules, regulations and policies, implementation of operational strategies, including timely preparation and follow up on the project procurement plan, and the cost recovery in close consultation with the UNDP operations manager;
  • Ensure full compliance of results reporting and quality assurance, establishment of management targets and monitoring of results, including the design and implementation of the project monitoring plan, evaluation plan, preparation of evaluation management response, and the provide quality assurance of the project activities. 
  • Responsible for preparation for and coordinating Project Board Meetings, project review and/or evaluation meetings and follow-up  on the implementation of Project/programme Board decisions and recommendations including overseeing coordination meetings involving stakeholders at national and provincial levels and providing secretariat services for the NACS Steering Committee.

Strategic partnerships with wider stakeholders and provide support to resource mobilization:

  • Ensure strong partnerships and coordination between the project, Office of the Prime Minister, and other project stakeholders;
  • Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society including youth groups in the areas related to project implementation activities; 
  • Analysis and research of information on donors and provide briefs on possible areas of partnerships with stakeholders for building the national anticorruption platform including identification of opportunities for initiation of new project partnerships;
  • Support effective cooperation and coordination with all Programme implementation with various implementing partners with direct implementation responsibilities;
  • Actively contribute to overall office effort in Resource Mobilization for programme and project activities.
  • Ensure information and communication management and knowledge sharing;
  • Ensure effective coordination and communication amongst project partners as well as advocacy and outreach to the wide society.

Required Skills and Experience

 
Education:
 
  • Masters degree in Law, political Sciences,  public administration, development economics or anti-corruption or a related field. 
 
 
Experience:
  • At least five (5) years of experience working in project implementation and project management including familiarity in practical application or RBM philosophies; knowledge of UNDP financial and operation rules and regulations and ATLAS is not required, but a strong asset;
  • Working knowledge and experience in anti-corruption assistance projects (design, management and operations) is a requirement;
  • Experience in the design and implementation of actions for the promotion of and awareness of anti-corruption agenda  is considered an asset;
  • Experience working with  Government Officials, international partners and advisers is desirable.

Language:

  • Excellent working knowledge of English.
