Introduction:

The Global Green Growth Institute was founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion and environmental sustainability.

GGGI envisions a resilient world achieved through strong, inclusive and sustainable green growth, and is dedicated to supporting the transition of GGGI Member countries towards a green growth model. In pursuit of these goals, GGGI works with developing and emerging countries to design and deliver programs and services that demonstrate new pathways to pro-poor economic growth.

Headquartered in Seoul, Republic of Korea, GGGI also has representation in a number of partner countries. GGGI supports stakeholders through two complementary and integrated work streams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products and services designed to assist in developing, financing and mainstreaming green growth in national economic development plans. GGGI’s interventions emphasize change in four priority areas considered to be essential to transforming countries’ economies including energy, water, land-use and green cities.

 

Project Background

GGGI currently has two tools to assess a country’s performance regarding green growth, the Green Growth Index and the Green Growth Potential Assessment.

Firstly, the Green Growth Index is a tool GGGI is currently developing to measure and compare countries’ performance on green growth. The tool consists of three components: (1) a composite index, to measure countries’ green growth performance; (2) a simulation tool, to show how policy changes can impact performance; and (3) an evidence library, to provide an underlying evidence basis for the indicators and methodology used in the tool. GGGI developed a pilot version of the tool in 2017, and held a “soft launch” at Global Green Growth Week in Addis Ababa, Ethiopia in October.

Over the coming months, GGGI plans to further develop the tool by strengthening the underlying methodology, broadening its country coverage, and increasing the quantity and quality of data used in the tool. The results of the revised index will feed into the development of a major report which will be released in late 2018.

Secondly, GGGI developed the Green Growth Potential Assessment (GGPA) in 2016 as a methodology to systematically assess countries to identify challenges and opportunities for green growth. These assessments consist of a combination of data analysis and stakeholder consultation in order to identify and prioritize a country’s opportunities for green growth. The GGPA process consists of the following three stages: (1) preliminary assessment based on data analysis; (2) validation of the preliminary assessment and consultation with stakeholders; and (3) sector analysis and the development of recommendations. This design aims to ensure that the assessment process is systematic, objective, and participatory.

In the past two years, six such assessments have been conducted in different countries worldwide. Based on the experiences made and the lessons learned, GGGI aims to revise and adapt its methodology for conducting these assessments. In addition, GGGI will conduct several GGPAs in selected countries over the course of 2018.

Objectives/Purpose of the Assignment:

The objective of this assignment is two-fold:

 

1.             Support the continued development of the Green Growth Index, and the associated analytical and methodological reports. This will focus on four key areas:

  • Data gathering: Data gaps exist for a number of countries and indicators, which are currently filled using regional averages. The team aims to reduce the number of data points filled in this manner, by gathering additional data, or by using alternative estimation methods. In addition, additional data will be required to expand the coverage of the tool.
  • Spreadsheet development: The pilot tool, which is Excel‑based, currently consists of over 50 different tabs. The team aims to review the structure of the spreadsheet, simplifying and optimizing where possible, and documenting the layout to aid future updates. In addition, the team aims to modify the tool to the incorporate additional countries, data, and revised methodologies.
  • Methodological review: The indicators included in the composite index are currently aggregated using equal weights. The team aims to refine this methodology to better reflect the relative importance of the various indicators, and to account for differences in sectoral composition across countries.
  • Report drafting: The results of and methodology used in the Green Growth Index will feed into the development of a series of analytical and methodological reports which the team aims to draft over the course of 2018.

 

2.             Support the revision of the GGPA methodology and support conducting the GGPAs in several countries. First, the objective of revising the methodology is to improve the conceptual framework and the analytical soundness of the assessment. This includes three elements:

  • The current quantitative analysis is based on over 30 indicators to measure different aspects relevant to green growth. The team aims to replace and adjust several of these indicators, and to identify additional indicators.
    • The team aims to review the consultation process, including the structure and design of the consultation workshop. This will involve designing smart templates in PowerPoint and Excel as well as templates for a number of documents.
    • The team aims to develop a standardized template for the structure and design of the final country reports.

Second, in 2018, GGPAs will be conducted in several countries to determine challenges and opportunities for green growth, potentially including India, Pakistan, Papua New Guinea, and Qatar. In this context, the purpose of the assignment will be to support the team with data gathering from secondary sources and literature review.

Scope of Work:

 

Green Growth Index

As part of the Green Growth Index team, the Technical Consultant will conduct data gathering and validation activities, and support the development and roll‑out of the Green Growth Index and associated reports. Her/his main task will consist of four elements in line with the objectives described above:

  1. Conducting research to gather and validate data for use in updating the Green Growth Index, expanding its coverage, and increasing the quantity and quality of the data used in the tool.
  2. Supporting the review and update of the tool in order to simplify and optimize its structure, incorporate revisions, and document its internal logic and layout. This work will require strong knowledge of and experience working with Excel, and ideally VBA.
  3. Supporting a review of the methodology used in the Green Growth Index.
  4. Supporting the development of associated analytical and methodological reports, by assisting with the design, drafting, and review of texts, figures and tables.

 

GGPA

As part of the GGPA team, the Technical Consultant will directly take part in the methodology review as well as support conducting assessments in several countries. Her/his main task will consist of four elements in line with the objectives described above:

  1. Conducting literature review and online research to identify relevant indicators for the quantitative assessment. In this context, indicators used by other teams within GGGI as well as recent work on the SDG indicators will be relevant.
  2. Support the development of “smart” templates in PowerPoint and Excel. This work will involve programming in VBA. Depending on the candidate’s skills and interests, she or he can additionally support the revision of templates for the workshop report and interview questionnaire.
  3. Systematically review the assessments that have been conducted so far to support the development of a standardized template for the structure and design for the final country reports. Systematic review of country assessments conducted by other organizations and identification of relevant aspects for GGGI country assessments.
  4. As part of the preliminary assessment, the GGPA evaluates a country’s performance based on over 30 comparative indicators covering economic, environmental and social dimensions of green growth. The Technical Consultant’s primary task will be to corroborate and add to the results from this generic data analysis from primary and secondary data sources. He/she will support the GGPA team in identifying data gaps, incorrect data, and relevant alternative information. For that purpose, extensive literature review will be required.

 

The Technical Consultant will report directly to the project managers leading the work on GGPA and the Green Growth Index (based in Seoul, South Korea).

Qualifications/Experience/Expertise

  • A Bachelor’s degree or higher, and at least 2 years of relevant work experience.
  • Track record in collecting, compiling, visualizing, and analyzing national level statistics and data.
  • Experience in interpreting data (comparability of different sources, trends, inconsistencies, etc.) and putting individual quantitative indicators in the context of a larger analysis.
  • Good Excel skills and ability for programing in VBA are a must.
  • Knowledge of topics related to sustainable development (energy, transport, industry, etc.).
  • Good level of English (verbal and written).
  • Interest in graphic and website design is an asset.
