The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

  1. Role and responsibilities

     

    The Compliance Officer function plays a significant part in monitoring the implementation of procedures and systems which include compliance and vouching checks, covering all NRC Lebanon activities (Programmes and Support).

    Generic Responsibilities:

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines.
  2. Implement delegated support function portfolio according to plan of action.
  3. Ensure proper filing of documents.
  4. Promote and share ideas for improvement of the support function.
  5. Ensure with the collaboration of relevant staff that the standard filing and referencing system is implemented for each transaction through vouching checks.
  6. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

     

    Specific Responsibilities:

  • Conduct vetting requests for NRC’s third parties through the applicable software.
  • Conduct vouching checks for transactions in collaboration with relevant staff.
  • Monitor, compliance in the implementation of NRC’s policies, procedures and controls through regular spot checks, field visits and in-depth reviews, in direct coordination with the direct line manager.
  • Conduct trainings on location based corruption risk mapping and compile data for related updates and reports.
  • Consolidate recommendations made in internal and external audits and evaluations for submission, and assist in the development of action plans and follow up on implementation.
  • Prepare reports for each field area visit for submission with relevant copies of documents and transactions checked.
  • Assist and conduct trainings on topics such as internal controls and anti-corruption.

     

    Critical Interfaces:

    By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Finance, Human Resources, and Logistics teams
  • Programmes Management Unit
  • Safety and Security Team
  • Auditors (internal/external)

     

    1. Competencies:

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional Competencies:

  • Bachelor degree in Audit or other relevant field such as Finance, Economics, Public Administration, etc.
  • Minimum two years’ experience working in an auditor/compliance role, preferably within the humanitarian sector
  • Working experience with international donor guidelines is preferable
  • Proficiency in MS Office applications
  • Fluency in both Arabic and English, both spoken and written
