ORGANIZATIONAL SETTING 

IDLO’s growth and expansion of programs, including in fragile, post-conflict countries, have created the need for a dedicated resource within IDLO to cover fraud and compliance issues that would both strengthen controls and improve organizational performance. 

THE POSITION 

The incumbent will report directly to the Director-General, and consult actively with the Senior Leadership Team members. S/he will be responsible for contributing to the effectiveness, efficiency and accountability of IDLO’s operations, risk management, governance and results through internal audit and investigation services. 

Within delegated authority, the Internal Auditor and Compliance Officer will be responsible for the following duties and responsibilities:

  • Develop and agree an annual Internal Audit Plan with the Director-General, taking into account identified risks and organizational needs after consultation with the Senior Leadership Team and other stakeholders;
  • Carry out internal audit assignments in field locations, Headquarters or other IDLO Offices, from the initial planning and information gathering to the final analysis, report and recommendations stage, in conformity with the standards of the Professional Practice of Internal Auditing and in accordance with internal policies, guidelines and procedures;
  • Summarize key finding from all external organizational and project audits with recommendations for addressing systematic weaknesses.
  • Prepare clear and concise audit reports, results and recommendations to the DirectorGeneral and the Senior Leadership Team;
  • Attend meetings of the Audit and Finance Committee to present the annual Internal Audit Plan, audit results and recommendations;
  • Undertake special investigations or management reviews on the request of the Directorgeneral or in accordance with IDLO’s Whistleblower Policy;
  • Evaluate the effectiveness of IDLO’s risk management systems and procedures, as necessary;
  • Support and contribute specialist expertise to program and operational reviews, special audits, and investigations conducted by other internal entities or external bodies;
  • Promote cooperation with all stakeholders and provide advice and support to ensure l that recurring or systemic weaknesses identified from audits and investigations are addressed effectively
  • Undertake other relevant projects and duties as may be assigned by the Director-General;

IDEAL CANDIDATE PROFILE

Education and Professional Experience 

  • University degree in Accountancy, Finance or related field, with advanced professional qualifications (for example IIA) required;
  • A minimum of 8-10 years of progressively responsible professional experience and demonstrated technical competence in public-sector audit and compliance is required;
  • Experience in managing investigations is desirable;
  • Experience in developing countries, in post-conflict countries, is desirable; Specific Knowledge / Skills / Competencies
  • Excellent auditing skills, sound knowledge of various auditing and accounting standards including international public sector accounting standards (IPSAS), and a strong understanding of financial and operational risks management systems;
  • Experience of fraud prevention and investigation as well as how to review and improve compliance with internal policies and international standards and regulations;
  • Experience of working in challenging environments and willingness to spend a substantial time travelling to IDLO’s field offices;
  • Track record of being able to make actionable recommendations to senior leadership;
  • Excellent spoken and written English is required. Knowledge of French or Spanish an advantage;
  • Ability to identify key audit issues, present sensitive and difficult audit findings and recommendations to the management;
  • Capable of performing audit and investigation assignments independently; tactful and balanced approach in dealing with audit and investigations matters;
  • Ability to build strong relationships with primary and secondary stakeholders with a focus on impact and result for the direct beneficiaries;
  • Good communication skills, articulate and able to relate to people from different cultures;
  • Keen sense of ethics, integrity and commitment to IDLO's mandate.

TERMS AND CONDITIONS

The annual salary for this fixed-term internationally recruited position, is in the range of €80,000 to a level commensurate with qualifications and experience, plus other admissible benefits. 

The compensation is net of tax for non-Italian /non-permanent Italian resident. IDLO benefit package includes: Provident Fund and subsidized health insurance coverage including life insurance, medical and dental through CIGNA International to the employee and eligible dependents.
