The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is looking for a future-looking and passionate HR specialist to assess and advise NRC’s Syria Response Office on the future HR set up for our humanitarian operations to serve people in need inside Syria.

In the NRC strategy for 2018-2020 in Syria, NRC aim to assist at least 500,000 people each year in Syria. NRC will aim to reach people in need of emergency assistance in areas with ongoing insecurity or displacement. Where conditions are sufficiently stable and NRC can achieve principled, sustained access, NRC will provide transitional and durable solutions to help people rebuild their homes, schools, livelihoods and communities.

The future success of NRC’s ability to serve people in Syria is directly linked to its ability to manage and build its human resources. In NRC’s strategy, there are several key HR priorities that we aim to achieve:

  • Manage the growth of approx. 200 new staff (75% growth in compared to 2017) over the coming 12 months. This includes recruitment of the right staff, on-boarding/induction and change management processes in terms of building new and expanded teams
  • Build the capacity of Syrians to fill future of management positions through the establishment of a NRC fast track national managers training programme.
  • Ensure management of talented and/or committed staff, as well as retention of key staff, building on NRC’s global strategic initiative to improve talent management and provide career paths.
  • Strengthen and develop our staff care procedures to be able to provide NRC staff with ‘best practice staff care’, including all key HR functions and a strong attention to Duty of Care.

NRC is looking to contract a consultant to work with us to assess and plan for how we will achieve these goals.

The consultant will be engaged by the NRC Syria Response Office (SRO) for a period of between fifteen and twenty (15-20) working days.  The consultant with report to the Deputy Country Director with a technical line to the Regional Head of HR.
