Organizational Setting
 
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:

•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.
The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof.

The Nuclear Security of Materials and Facilities Section is responsible for activities related to establishing and sustaining nuclear security systems for nuclear and other radioactive material in use, storage, during transport, and for associated facilities. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international legal instruments, as well as assisting Member States in implementing the nuclear security framework. The Section provides evaluation and assessment services, such as the International Physical Protection Advisory Service, education and training, develops methodologies and assists security upgrades relating to nuclear and other radioactive material and associated facilities and transport. The Section also provides assistance to Member States in enhancing regulatory frameworks for nuclear security. The Section organizes evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.
 
Main Purpose
 
The IAEA is implementing an extra budgetary project, which is jointly managed by MAFA and Division of Radiation, Transport and Waste Safety (NSRW) through the Advisor to the Director. The project, known as "Regulatory Infrastructure Development Project" (RIDP) for Latin America and the Caribbean, aims at supporting the establishment or strengthening of national regulatory bodies for radiation safety and nuclear security, addressing the application of the relevant IAEA safety standards, security recommendations and the Code of Conduct on Safety and Security of Radioactive Sources in target States.

The purpose of the assignment is to provide expert support to the IAEA project managers and technical officers in order to expedite the implementation of security-related activities in the Latin America and the Caribbean region within the Regulatory Infrastructure Development Project.
 
Functions / Key Results Expected
 
  • Liaise with NSNS and NSRW officers to expedite the implementation of planned activities, in line with the project work plan, and provide expert guidance in the identification of key programmatic issues and related mitigation measures.
  • Provide expert guidance to optimise and expedite the implementation of security-related activities included in the work plan (e.g. training courses, workshops, expert missions) for regulatory bodies of States participating in the RIDP.
  • Contribute to organizing NSNS expert missions to draft or review Integrated Nuclear Security Support Plans (INSSPs), in consultation with the hosting State.
  • Review and update the project work plan to address gaps in existing national legislative and regulatory framework, and associated administrative measures to govern the national nuclear security regime, identified by using the IAEA self-assessment tools (e.g., NUSIMS).
  • Analyse and provide advice on national strategies and action plans to address gaps revealed by the self-assessment.
  • Prepare periodic project progress and technical reports.

Qualifications and Experience
 
  • Advanced university degree in nuclear engineering or sciences;
  • A minimum of seven years' experience in the field of security of radioactive materials and associated facilities; additional experience in radiation safety and in the regulatory control of radiation sources is an asset.
  • Proven experience in establishing or improving States' legal and regulatory frameworks for security of radioactive materials and associated facilities in use and transport.
  • Excellent presentation and communication skills, including the ability to write technical documents in a structured manner and to deliver effective oral presentations to diverse target audiences.
  • Practical knowledge of the Code of Conduct on Safety and Security of Radioactive Sources.
 
 
Remuneration
 
The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
