Background

Albania has made important steps towards establishing a democratic state, functioning market economy, maintaining a stable economic growth, and achieving human development. Nevertheless, the implementation of social policies for the inclusion of vulnerable groups, particularly Roma and Egyptian communities and persons with disabilities, remains problematic. In order to support improved social inclusion, the Leave No One Behind (LNB) project, will pursue the following goal: Vulnerable persons and groups are empowered to have equal access to public services and opportunities and to have a voice in public decision-making affecting their lives. The project’s first phase (2017-2021) is designed to i) strengthen the vulnerable population to request and receive adequate social services from local authorities that support their social inclusion, ii) help municipalities to effectively manage the provision of social services and promote social inclusion, and iii) support national institutions to implement their policy framework for providing social services and adequately fund social services. 

The project’s target groups, who will directly and indirectly benefit from improved social services, are the marginalised and vulnerable persons of Albania, and especially persons with disabilities, Roma and Egyptians. The improvement of their social inclusion will be supported by interventions at macro level (central authorities and services such as the Albanian Institute of Statistics), at meso level (municipalities and civil society organisations) and at micro level, actively involving the project’s target groups into the project’s implementation. The project will cover all of Albania, by improving social service provision in all 61 municipalities; specific geographic foci will be targeted by reacting to specific needs and challenges in selected municipalities. 

Duties and Responsibilities

Under the direct guidance and overall supervision of the Project Coordinator, the Driver will provide reliable and safe driving services ensuring high accuracy of work. In more details, the incumbent will perform the following duties:

  • Provides reliable and safe driving of the assigned project vehicle for the transport of authorized personnel of LNB staff, PCU at UNDP, and experts on mission when required;
  • Advice and fully bear the responsibility on the most optimal road itinerary to/from the travel destination;
  • Collects and delivers mail, documents or other items;
  • Ensure that the assigned vehicle is parked in the authorized safe parking places;
  • Ensures proper day-to-day maintenance of the assigned vehicle including checks of the car engine, battery, oil, brakes, spark plugs, water and electrolyte levels, petrol consumption, tire pressures and general road worthiness, arrangements for major repairs, timely changes of oil/filters, car washing, etc.;
  • Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports;
  • Ensures availability of all the required documents/supplies including vehicle insurance, tax payments, vehicle logs, daily mileage, fuel consumptions, office directory, map of the city/country, first aid kit, necessary spare parts in the assigned vehicle;
  • Be prepared to travel throughout the project area when required in extended periods away from the duty station and work outside normal hours when required;
  •  Ensures that steps required by rules and regulations are taken in case of an accident;
  • Follow strictly all rules and regulations in relation to the use and management of UNDP vehicles as provided by the Operations Unit;
  • Performs any other duty as may be assigned by the supervisor.

Required Skills and Experience

The preferred educational background and minimum required qualifications for the interested candidates are listed below:

Education:

  • Secondary education completed;
  • Valid driving license(category B);

Experience:

  • Knowledge of traffic rules and regulations and skills in minor vehicle repairs;
  • At least 4 (four) years of professional driving experience and safe driving records;
  • Previous work with State institutions and/or international organizations would be considered an asset.

Language:

  • Fluency in Albania,
  • English knowledge would be desired.
