Job Description

The primary goal for the Senior Technical Advisor (STA) for HIV/AIDS and Adolescent Sexual and Reproductive Health (ASRH) is to ensure the overall technical and programmatic quality and growth of PCI’s HIV/AIDS programming. The STA will have strong experience with PEPFAR and expertise in community health system strengthening, HIV testing and counseling, referral networks, and HIV co-morbidities, as well as sexual and reproductive health, particularly for adolescent girls and boys.

The Senior Technical Advisor will be based in PCI’s Washington, D.C. office and collaborate with the San Diego office and country programs. Specific responsibilities include program design and quality assurance; accessing and disseminating state-of-the-art information, resources and promising practices; provision of effective technical assistance and team mentoring; facilitation of organizational learning and capacity building; and program development, including fostering strategic partnerships, planning, positioning, publishing, and proposal preparation.

Key Duties & Responsibilities:

  1. Program and Technical Quality

  2. Ensure successful program start-up and implementation, including meeting operational targets and achieving or exceeding performance objectives;

  3. Assess the need for ongoing technical assistance, support and capacity building, throughout the organization and in relevant community-based partners;

  4. Provide, or arrange for the provision of technical assistance, mentoring and capacity building utilizing state-of-the-art resources and approaches, ensuring the development and implementation of realistic and effective action plans to address needs;

  5. Identify, secure, develop and/or adapt state-of-the-art resources (technical, material, institutional and individual) for use in PCI’s programs;

  6. Strengthen PCI’s models for expanding access to HIV/AIDS/SRH services at community and primary care levels, and programmatic linkages and referrals to clinical/facility services;

  7. Strengthen integration of HIV/AIDS into social and behavior change interventions across PCI programming; enhance linkages to maternal and child health and nutrition programming, livelihoods security and Women Empowered groups;

  8. Ensure that PCI’s HIV/AIDS and SRH programming aligns with PCI’s commitment to gender equality, social inclusion and building community resilience;

  9. Manage and expand PCI’s cervical cancer screening program, linking with relevant partners to integrate additional services and modalities to strengthen programmatic reach;

  10. Lead the development of relevant research activities across the portfolio and develop complementary research partnerships;

  11. Lead and foster organizational learning and cross pollination of promising practices throughout the organization, through sharing of information electronically, via workshops, tool kits, compilation documents, etc.;

  12. Ensure technical quality of donor reports, publications or presentations and mentor staff within the organization (IO and field) to similarly publish and/or present;

  13. Network with potential partners and collaborators both internal and external to PCI.

  14. Program Development

  15. Lead the project design and program planning, including state-of-the-art and evidence-based approaches for HIV/AIDS and SRH programs; lead or participate in the selection of appropriate methodologies for program implementation, capacity building, monitoring and evaluation, and research.

  16. Seek out and develop opportunities for program growth, innovation and research, lead the identification of key contacts and ensure good relationships donors and partners;

  17. Serve as team leader for the development and submission of successful proposals for dedicated HIV/AIDS/ASRH programs or for HIV/AIDS/ASRH components of broader/other programs;

  18. Identify and build relationships with strategic institutional partners, especially for adolescent SRH; identify and facilitate the implementation of joint proposals, and partnership agreements to expand the quality and scope of programming;

  19. Proactively lead and strategically build PCI’s reputation, quality programming and resource base (materials, human, and financial resources);

  20. Representation

  21. Ensure that PCI is effectively represented by participating in and encouraging colleague participation at events, conferences, workshops and networks in the U.S. and globally.

Position Parameters/Special Responsibilities Required:

  • Must be able to travel internationally and domestically (25% - 40%).

  • Participate in PCI’s innovation efforts and in teams on innovation initiatives

Required Qualifications:

  • Advanced clinical degree, MPH or equivalent;
  • At least 9 years of relevant professional experience, including international public health programming; with at least 5 years relevant overseas work experience;
  • Experience with PEPFAR programming at country level;
  • Five years’ experience managing complex programs within a non-profit or community agency in a developing country context, particularly with community-based health programming;
  • Experience or familiarity with US government grant proposal preparation and regulations;
  • In-depth technical understanding of HIV/AIDS prevention and treatment, and of the links between gender, HIV/AIDS, SRH, and other health issues;
  • Excellent written and verbal communications and interpersonal skills, including ability to effectively communicate across cultures;
  • Excellent program development and grant writing experience, with a track record of successfully leading proposal development efforts;
  • Experience and ability in capacity building, mentoring and the provision of technical support;
  • Ability to work independently and as part of a team;
  • Fluency in English required, proficiency in Spanish or French preferred;
  • Computer literacy required; familiarity with all MS applications and spread sheet software required; statistical analysis ability a plus.
