Habitat for Humanity International (HFHI) is currently seeking a talented professional for the role of a Manager, Financial Inclusion. HFHI’s strategy for market development and housing finance in Asia Pacific (AP) calls for an expanded role in market approaches to housing improvement for low income communities. The Manager, Financial Inclusion will provide leadership, management, and oversight of programs to expand Habitat’s work with housing finance actors in Philippines.

The position requires working with private sector firms, including institutions active in providing services for financial inclusiveness, requiring exceptional interpersonal and consulting skills to design and implement programs increasing access to housing. Based on skills and performance, the position has the potential to become part of teams working on international engagements, outside of Philippines. This position will be based in Manila, Philippines.

Key Responsibilities:

  • Project Management: Provide project management and oversight of housing finance advisory services engagements in the Philippines, monitor progress and ensure on-time delivery.
  • Advisory Services: Deliver engagements using Habitat's Terwilliger Center for Innovation in Shelter (TCIS) toolkit, including market research, product development/refinement, pilot testing, and monitoring and evaluation services.
  • Intervention: Develop and pilot group based advisory / training models for financially inclusive institutions in the Philippines at local and national levels preparing them to offer financial services for housing.
  • Manage consultants to provide technical services to companies working in the housing finance sector; assess potential opportunities; provide training; monitor progress on delivery.
  • Support partnership development efforts: Collaborate with Resource Development Department, Regional Programs Department, Habitat's National Offices and Partners, to procure contracts and funds necessary to expand affordable housing finance solutions in the region..

Key Requirements:

  • Undergraduate Degree in economics, business, finance, international development or related field.
  • Five to ten years’ experience in microfinance, housing finance or inclusive finance related business with progressively increasing responsibility; Experience developing and/or managing projects; Experience working with/advising senior management and boards of directors; Experience related to housing strongly preferred; Asian experience strongly preferred; Sales experience would be a plus.

Technical Competencies:

  • Sales: Demonstrated ability to package and successfully sell advisory services to market actors working with BOP communities and individuals.Capacity to write and oversee writing of technical proposals for grants and/or contracts.
  • Consulting: Demonstrated ability to negotiate and deliver projects for clients on time and on budget. Experience presenting to clients and developing support materials including slide decks, presentations, hand-outs, information sheets, tables, charts, and graphics.
  • Project Management: Demonstrated ability to define projects and initiatives and monitor implementation for effective realization of intended benefits and outcomes; Lead a network; Manage project budgets; and Deliver reports on time.
  • Housing: Understanding of the trends in low income housing and housing finance in emerging economies in the Asia-Pacific region. Understanding of affordable housing products, services, and financial mechanisms for low-income groups is desirable.
  • Microfinance: Experience working with Microfinance preferred, and some extent of knowledge of housing microfinance desired.
  • Training skills: Capacity to lead training sessions, and the creation of training session materials. Good people skills with the ability to communicate cross-culturally and work in teams.
  • Housing Finance: Strong knowledge and understanding of housing finance.
  • Understanding of HFHI current ministry and operations will be preferred.
  • Business Know-How: Applies a broad-based understanding of key business fundamentals including organization, strategic relationships, and the business/political environment. Uses a high-level understanding of finance, operations, marketing, information systems, and human resources to coordinate across departmental and functional lines. Evaluates and manages risks to the organization at all levels.
  • Written Communication: Expresses ideas, thoughts, and concepts clearly and effectively in writing.
  • English - Language Proficiency: The ability to speak, understand and write fluently in English. Fluency in one major Asian language would also be an advantage.
