UNICEF's ICT Division is seeking an HR consultant to support key workforce transformation initiatives in 2018.

In an effort to measurably deliver on the ICT strategic pillars and reach future capabilities, the Information Communication and Technology Division (ICTD) is embarking on a workforce transformational process under the new HR Strategy in the following key areas: (1) Strategic Talent Management, (2) Workforce Planning, (3) Performance Engagement, (4) Career Growth and Development, (5) Transformational Leadership Development (6) Staff development and Capacity Building.

One of the key focus areas of the HR strategy aims at enhancing ICTD’s capacity building and skills gap analysis as a core investment to leverage and strengthen ICT’s human intelligence and capitals. Other key area to support the new ICT strategy is focusing on phase II of ICTD’s reorganization to adapt and stay ahead of changes in the new ICT landscape in UNICEF.

In order to achieve the expected results, the HR team in ICTD is looking for a consultant to support the above key initiatives. The consultancy assignment is expected to be for 11.5 months, starting from January 2018.

How can you make a difference?

Under the supervision of the HR Specialist, the consultant will perform the following tasks:

Provide overall support for the P-4 pilot initiative to undertake the following:

  • Coordinate and facilitate information sessions to introduce the one-page “talent and capability” profile to all P-4 level staff.
  • Collect, maintain and update data from each P-4 level staff.
  • Identify the validity and completeness of the submissions, ensure the most up-to-date information are kept in file.
  • Analyze and aggregate data, prepare reports following the required design and structure.
  • Continuous improvement and work on integration of ICT workforce planning and staff database tools to ensure data integrity and accuracy.

Manage the ICTD Job Description (JD) project in the context of ICTD Phase II Reorganization:

  • Maintain and update the repository of JDs in ICTD to monitor change status.
  • Support the Section Chiefs to update the JDs and submit to DHR for classification.
  • Review requests for realignment, ensuring clarity and justifications for change of post titles, reporting lines and Org Unit.

To qualify as a champion for every child you will have…

  • University degree, or equivalent, in Human Resources, Education, Business Administration, International Relations, Social Sciences, Psychology or related areas.
  • 2-3 years of relevant experiences in the various area of HR function in a large international organization. UN experience is a plus. Familiarity with HR Information Systems (e.g. SAP, PeopleSoft) is desirable.
  • Proven experience in dealing with confidential, sensitive information/case with discretion and tact.
  • Strong statistical and analytical skills.  Ability to reconcile data from multiple sources and present it in a meaningful way for managerial consumption.
  • Ability to handle multiple assignments with competing and tight deadlines.
  • Ability to work in a highly international and diverse environment with all levels of staff.
  • Excellent client orientation, logical judgement, strong communication and interpersonal skills.
  • Fluency in English is required. Fluency in other UN languages is an asset.
