Nature of the Consultancy

To produce a final draft of the Economic Community of West African States (ECOWAS) Regional Migration Policy

Organization International Organization for Migration (IOM)

• Objective: The overall objective of this consultancy is to support the process of finalization of the ECOWAS regional migration policy which will enhance the benefits of migration while combating its negative impacts.

• IOM Project to which the Consultancy is contributing: Support to Free Movement of Persons and Migration in West Africa (FMM West Africa).

Core Functions / Responsibilities:

Working under the overall supervision of the FMM Programme Manager (FMM) and the direct supervision of the FMM Regional Migration Management Specialist (FMM), the lead consultant will assess the several contributions previously carried out towards producing a regional migration policy document and consolidate all the efforts achieved so far into a draft comprehensive documents for further action.

The proposed consultancy will seek to:

• Conduct a desk review of the existing draft regional policy documents, sectorial strategies and action plans and consolidate and complete these documents into one comprehensive draft for the further evaluation to be carried by a select panel of experts;

• Elaborate an action plan subdivided for each thematic section with detailed recommendations specifying actors involved, expected resources and timeline;

• Produce a final draft of the regional migration policy after having addressed all comments / Page 1 / 4feedbacks from the ECOWAS, Consortium Partners and the panel of experts. Realistic Delivery Dates and Detailed Deliverables:

The consultancy will produce a first consolidated draft regional migration policy to be submitted to a select panel of experts for deliberation and provision of feedback. The expected deliverables will be the following:

• A desk review report on existing policy contribution and strategies (4 weeks after the commencement of the consultancy);

• A consolidated first draft to be submitted for the analysis of the group of experts (6 weeks after the commencement of the consultancy);

• A final regional migration policy document including the revisions recommended by the panel of experts by 31st of March, 2018.

Tangible and Measurable Output of the Work Assignment:

• A desk review report on existing policy contribution and strategies (4 weeks after the commencement of the consultancy);

• A consolidated first draft to be submitted for the analysis of the group of experts (6 weeks after the commencement of the consultancy);

• A final regional migration policy document including the revisions recommended by the panel of experts by 31st of March, 2018.

Duration of the Contract and Payment Methodology

The duration of the consultancy is twenty working days commencing 18th December 2017 until 31st March 2018.

Candidates are expected to propose an all-inclusive consultancy fee for the consultancy. The agreed consultancy Fee under this contract will be released upon completion and approval of the below stated deliverables and all tasks under this consultancy contract. Anticipated Time Line > Deliverables to be Completed > Release of Statement

• 4 Weeks (15 Jan 2018) > Deliverable 01: Desk Review > 30% of Consultancy Fee

• 6 Weeks (29 Jan 2018) > Deliverable 02:Consolidated First Draft > 30% of Consultancy Fee

• Three Months (31 March 2018) > Deliverable 03: Final Regional Migration Policy (including revisions) > 40% of Consultancy Fee.

Required Qualifications and Experience:

Education

• Completed advanced university degree in an accredited academic institution, preferably in Political or Social Science, International Relations, Law or a related field. Page 2 / 4Experience

• Ten years of specific professional experience in positions of progressive responsibility; • Proven expertise in the area of migration management, particularly in migration policy; • Knowledge of the Economic Community for West African States (ECOWAS) and understanding of regional issues;

• Demonstrated experience in the coordination of complex programmes implying multiple partners and stakeholders;

• Experience in liaising with regional bodies, governmental authorities, other international/national institutions;

• Previous working experience in the West African region desirable.

Languages

Fluency in English and French is required.

This position is home based with 1 mission/travel to Abuja, Nigeria
