UNICEF Jordan is looking for a suitable candidate for a position of Senior Security Assistant – Road Safety , to be based in Jordan Country Office, so as to oversee implementation of the road safety program, with a particular focus on road safety initiatives in Za’atari and Azraq camps.

Purpose for the job:

Under the guidance and supervision of the Country Field Security Adviser (CFSA), the Senior Program Assistant - Road Safety (SPA-RS) will be responsible to oversee the implementation of the road safety program, with a particular focus on road safety initiatives in Zaatari and Azraq camps.

The SPA-RS will ensure that all duties are completed in accordance with the tasks and responsibilities as outlined.

Summary of key functions/accountabilities:

  • Oversee the implementation of UNICEF Jordan's road safety program, with a particular focus on road safety in refugee camps
  • Support and guide road safety leadership and governance initiatives
  • Support and guide all interventions addressing safer roads and roadsides
  • Support and guide safer road user interventions
  • Support and guide activities to increase survival from road traffic collisions
  1. Oversee the implementation of UNICEF Jordan's road safety program.
  • Manages, on a day to day basis, the implementation of the road safety program, encompassing UNICEF and partners with a particular focus on road safety in the camps
  • Collects, analyzes, monitors, evaluates and reports on indicators and targets related to the road safety program
  • Provides guidance and advice on road safety to UNICEF and partners
  • Establishes productive relationships with road safety interlocutors including other UNAFPOs, UNICEF partners and contractors, and SRAD
  • Supports the development and implementation of specific road safety measures in areas under UNICEF influence, including Za'atari and Azraq camps
  • Represents UNICEF at road safety-related meetings, working groups and other fora
  1. Support and guide interventions addressing safer roads and roadsides
  • Monitor and report on the progress of safer road/roadside interventions
  • Conduct road safety risk assessments, identify vulnerable locations and advise on risk reducing measures
  • Provide guidance and advice road calming measures
  • Support, monitor and provide guidance on awareness raising activities
  • Monitor and report on traffic rule enforcement initiatives
  • Assess, advise and monitor crossing guard and other pedestrian protection measures
  1. Support and guidance for safer road user interventions.
  • Support and advise on speed reduction interventions
  • Train and monitor cash for work (CFW) WASH monitors in road safety initiatives
  • Act as focal point for CFW reporting on road safety with regards to WASH trucking
  • Coordinate road safety awareness efforts for all truck drivers contracted through WASH partners and monitor their performance with the assistance of WASH monitors
  • Oversee the driver training program within JCO and provide road safety awareness and training for interested humanitarian parties, UNICEF partners and contractors
  1. Support and guidance for road safety leadership and governance initiatives.
  • Represent UNICEF on all road safety related working groups/task forces and provide technical guidance and advice to road safety interventions
  • Monitor the progress of road safety measures and identify gaps and opportunities to improve road safety governance and leadership
  • Work with SRAD to promote road safety measures including enforcement

    5. Support and guidance for measures to increase survivability from road traffic incidents.

  • Provide support and guidance related to emergency response protocols
  • Support the establishment of a first aid program covering, as a minimum, CFW monitors

To qualify as an advocate for every child you will have…

Education: Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization considered as an advantage. 

Experience: A minimum of 7 years of progressively responsible security or road safety related work experience is required.

Certification and proven ability to assess and deliver advanced driver training pursuant to the Royal Society for the Prevention of Accidents (RoSPA) is highly desired.

Languages: Fluency in English and Arabic is required.
