Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

The Donor Relations Division (DRD) aims to strengthen and diversify IOM’s collaboration with donors and partners, including the private sector. It provides guidance and tools to identify donor priorities and match them with ongoing and future IOM programmes. DRD also functions as the Secretariat of the recently established Migration Resource Allocation Committee (MIRAC) which acts as an entry point, prioritizes and allocates flexible voluntary contributions received from donors.

Under the direct supervision of the Chief Donor Relations Division, the successful candidate will contribute to DRD’s Resource Mobilization Strategy, analyse strategic funding priorities of the Organization, and expand the donor base of Member States that contribute flexible funding through the MIRAC.

Core Functions / Responsibilities:

1. In support of the Division’s Resource Mobilization Strategy, carry out effective liaison functions with assigned donors, HQs Departments/Divisions, regional and country offices, so as to ensure the timely coordination of project proposals, contractual agreements and the identification of funding opportunities.

2. Develop, implement and innovate strategic donor outreach aimed at increasing flexible Page 1 / 4voluntary contributions to IOM. To this effect, contribute to the creation of a group of ‘like-minded’ donors rallied around the concept of flexible funding.

3. Provide expert support to the newly created Migration Resource Allocation Committee (MIRAC), including the organization and facilitation of MIRAC meetings as well as the monitoring of programming emanating from MIRAC decisions approved by the Director General. 4. Through direct liaison with project managers, track the implementation of projects funded through the MIRAC, including analysing burn rates, troubleshooting and ensuring timely reporting to donors and integration of achievements into the DG’s annual report. 5. Support the Chief DRD in promoting within IOM the strategic prioritization and allocation of flexible funding through regular communication with senior management (including outcome documents produced by annual SMT retreats and PCC/MCC minutes), by keeping track of UN system-wide initiatives (Grand Bargain, NWOW), as well as establishing and maintaining a repository of institutional priorities generated from due diligence exercises (MOPAN, MDR, CAA, External Auditors report, etc.).

6. Track, monitor and report on the utilisation of Humanitarian Assisted to Stranded Migrants (HASM), Global Assistance Fund (GAF), Rapid Response Transportation Fund (RRTF), Migration Emergency Funding Mechanism (MEFM).

7. Coordinate IOM responses to recurrent and adhoc donor requests, including the collection, edition and dissemination of institutional and thematic information.

8. Respond to donor-driven institutional assessments of the Organization (at both HQs and field-levels) aimed at gauging institutional strengths and weaknesses, including by coordinating Department/Division participation and ensuring management responses to these assessments. 9. Carry out high-quality and timely review of donor reports assigned as per division of responsibilities within DRD.

10. Contribute to the creation and roll-out of resource mobilization tools to IOM country missions, regional offices and headquarters divisions.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, International Relations, Economics and Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in donor relations in international organization;

• Experience in liaising with governmental and diplomatic authorities; • Experience in financial management an advantage;

• In-depth knowledge of IOM project/programme activities and funding processes. Languages

Fluency in English and French is required. Working knowledge of Spanish is an advantage. Page 2 / 4Desirable Competencies:
