Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:
• Nuclear Security of Materials Outside of Regulatory Control Section
• Nuclear Security of Materials and Facilities Section
• Information Management Section
• Programme Development and International Cooperation Section

 


The Nuclear Security of Materials and Facilities Section is responsible for activities related to establishing and sustaining nuclear security systems for nuclear and other radioactive material in use, storage, during transport, and for associated facilities. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international legal instruments, as well as assisting Member States in implementing the nuclear security framework. The Section provides evaluation and assessment services, such as the International Physical Protection Advisory Service, education and training, develops methodologies and assists security upgrades relating to nuclear and other radioactive material and associated facilities and transport. The Section also provides assistance to Member States in enhancing regulatory frameworks for nuclear security. The Section organizes evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.


Main Purpose

Under the supervision of the Nuclear Security of Materials and Facilities Section Head, the Nuclear Security Officer (Borehole Project) will help to implement the IAEA programme on security for radioactive materials and associated facilities (Borehole Disposal Concept). The Borehole Disposal Concept allows for disposal of disused sealed radioactive sources. The Nuclear Security Officer (Borehole Project) will work with technical officers to support the establishment of national legal and regulatory frameworks for radioactive material security activities, support the establishment and upgrading of national infrastructures for the security of radioactive material, and coordinate the international organization of activities to improve the security of radioactive materials and associated facilities within the Division and together with other Departments to secure and save the management of disused sources.



Role

The Nuclear Security Officer (Borehole Project) is\: (1) a team member, working with other Nuclear Security Officers to help implement a programme within the Division of Nuclear Security for the security of radioactive materials and associated facilities, (2) a self-starter, implementing activities with limited supervision (3) an organizer, contributing to the development and implementation of annual work plans.

 


Functions / Key Results Expected

  • Coordinate the implementation of the borehole disposal concept in Member States and projects for the removal and repatriation/recycling of high activity disused sealed radioactive sources.
  • Contribute to management of other security related projects involving the end-of-life management of all categories of disused sealed radioactive sources.
  • Implement the project for the Borehole Disposal Concept in Member States by coordinating all activities related to procurement, equipment, identification of experts in order to ensure completion in a timely manner.
  • Provide technical assistance and advice regarding the IAEA activities for improving the security of radioactive materials and associated facilities in Member States related to their repatriation projects.
  • Coordinate activities to ensure the security of the end of life management of sealed radioactive sources relating to security arrangements for storage facilities and assistance with repatriation of sources to point of origin.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

  • University degree in Nuclear Security, Nuclear Engineering or related experience specific to waste management or management of disused sources.
  • At least five years of relevant experience in radioactive waste management, preferably in an international environment.
  • Experience in working with national and international organizations or institutes, an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $58583 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 28471, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
