Background

Sustainable development of small towns and rural areas is one of the key priorities for the Republic of Belarus. The main long-term and medium-term strategic documents, including the National Strategy of Sustainable Socioeconomic Development until 2030 and Programme of Socioeconomic Development for 2016-2020, refer to different aspects of development in small towns and rural areas.
United Nations Development Programme in Belarus (UNDP) is implementing the project “Support to Local Development in the Republic of Belarus”, financed by the European Union. The project fosters raising community awareness of the ways and mechanisms of managing area-based development (ABD) based on broad stakeholder engagement and gaining experience in solving vital local-level problems, planning future development of respective settlements, and implementing relevant local initiatives in all the six oblasts of Belarus.
The overall goal of the project is to develop capacity, partnership and initiative in the Republic of Belarus in the field of management of social and economic development processes at the local level. This goal will be achieved through addressing the following objectives: Large-scale information and education campaign on area-based development; strengthening of the capacity of local authorities and organizations in the field of ABD and project management; two contests of local initiatives; development of ABD passports with the involvement of stakeholders; practical implementation of ABD initiatives, analysis and dissemination of accumulated experience.
In addition to the above-mentioned project, UNDP has a range of other ongoing and upcoming projects at the local level, focusing on different aspects of local development, such as energy efficiency, prevention of non-communicable diseases, local governance, social inclusion, protection of biodiversity, local economic development, and “green economy”.  
The incumbent will be based in one of the regional capitals and will serve as one of the regional coordinators of the project “Support to Local Development in the Republic of Belarus”. In addition, s/he will assume the coordination function with other regional coordinators working in the same project and other UNDP projects where regional coordinators are deployed at the local and/or regional level. The incumbent will serve as the key liaison for UNDP in the respective regions in Belarus and will be the primary interface for the communication with local and regional authorities.
 

 

Duties and Responsibilities

The Lead Regional Coordinator provides effective implementation of project activities in the respective regions of Belarus, being located in the respective regional centers. S/he works under the direct supervision of the Project Manager and in tight connection with other project personnel at the central project office, located in Minsk.  S/he is also under indicatively 20% of matrix supervision with UNDP Deputy Resident Representative for the tasks and responsibilities related to their liaison and coordination function.

Project-specific tasks and responsibilities (80%):

  • Provides overall support for coordinating Project implementation at the regional level. Ensures implementation at the regional level is in line with the Project Documents, Work Plans and budgets;
  • Provides support to the project personnel at the central project office in the implementation of the project activities in their respective fields – both with organizational and content issues to ensure the achievement of the results according to the project document, UNDP procedures, donor regulations and national procedures;
  • Establish and maintain working relationships with government authorities of the region, districts and cities, local authorities, national and local non-governmental organizations, non-profit organizations, local communities and the initiative groups of citizens and local media to ensure coherence and their involvement in project activities;
  • Provides effective and timely information exchange between the stakeholders on project events implemented on the territories of their regions;
  • Prepares and timely present the reports on work results;
  • Assists in drafting project correspondence, documents, and integrated reports related to the project effective implementation;
  • If necessary, discusses and negotiates the relevant documentation on the project events implementation on the territories of their regions with the responsible representatives of the regional authorities;
  • Provides support to the project personnel in collecting and processing statistical and other information, needed for the regional project effectiveness evaluation as well as its effectiveness evaluation in the districts involved;
  • Assists in organizing and coordinating educational activities of the project (trainings, round tables, business trips in Belarus and abroad);
  • Provides informational and organizational support to the project(s) in development and negotiation of the following: guidelines, criteria and supporting documentation on the allocation of small grants in their region; the potential interested applicants from the region with the development of applications for participation in the competition of local initiatives;
  • Provides support to representatives of the selected grantees with the filling out and reporting on the activities implementation at the specified time and in full compliance with UNDP rules and procedures, donor regulations, and taking into account the national procedures;
  • Performs monitoring visits and prepares reports on the solutions and approaches implemented on the territory of the region;
  • Performs any other duties as requested by the Project Manager, related to the implementation of the project.

Liaison and coordination function at the regional level (20%):

  • Maintains a regular overview of all project activities implemented through UNDP projects in the respective region;
  • Monitors and coordinates regional activities of various projects at the regional level to ensure maximum impact and to exclude programmatic overlapping and duplication;
  • Coordinates the schedule of planned public events, avoiding overlaps;
  • Serves as the primary contact point for the communication with the high-ranking government officials at the local/regional level;
  • Serves as the key liaison between the central office of UNDP in Minsk and the regional office in the respective regional capital;
  • Collects and develops ideas and opportunities for cross-thematic collaboration among different projects at the local/regional level;
  • Performs other relevant tasks as assigned.

Required Skills and Experience

  • University Degree in economics, law, public administration, social sciences or related field;
  • At least two years of experience in implementation of socio-economic development projects/initiatives at the local level;
  • Experience in organizing and coordinating capacity building activities with the involvement of government, civil society and other constituencies is an asset;
  • Proven experience in efficient cooperation with international organizations, state institutions of the Republic of Belarus, local governmental bodies, public and educational organizations, civil society is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, Internet and e-mail)
  • Proficiency in written and spoken English.
