Background Information - Afghanistan

With more than 20 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support.  Based in Kabul, UNOPS Afghanistan has regional offices in most parts of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.

UNOPS strategy for Afghanistan is aimed at providing maximum support to the Government and people of Afghanistan though the delivery of projects and services in line with the government’s own priorities. The UNOPS Afghanistan Operation Center (AFOC) has been established as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFOC is implementing a number of projects in a range of sectors including infrastructure development (horizontal and vertical), capacity building to various ministries, and environmental protection, amongst others, on behalf of the Government of Afghanistan and the donor community.

The functional objective of UNOPS AFOC is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of the country. In doing so, UNOPS aims to exceed client expectations in the delivery of quality services throughout the country.

Functional Responsibilities

Responsible to the OC Director, and reporting to the Head of Programme, the QA/QC Manager is expected to perform the following duties and responsibilities:

  • Act as the principal QA/QC advisor to AFOC senior management
  • Draft, develop and submit for approval, and thereafter maintain, the AFOC QA strategy
  • Maintain, and as appropriate update, QA/QC plans on behalf of AFOC senior management
  • Assist with the development, and subsequent oversight of project QA/QC plans and protocols for construction, construction equipment and materials
  • Train and advance skills of AFOC Monitoring Engineers
  • Action any complaints/discrepancies raised by clients
  • Ensure the establishment of quality procedures including time limits for inspection, sampling and testing of works, materials and other QA/QC requirements
  • Oversee and manage quality assessment of materials through regular and rigid laboratory tests and site visits
  • Ensure specific quality standards and construction schedules are constantly met at all levels of construction projects
  • Review all standard test forms to be used during laboratory tests, QA/QC testing schedules and procedures and evaluate results as appropriate
  • Review contractor practices and conventional methodologies and make recommendations where remedial action is required
  • Work with various engineers and design experts for establishing procedures with time limits for the inspection, sampling and testing of works and all other QA/QC requirements
  • Conduct initial survey queries on sources of materials, ensuring quality and compliance with the specifications
  • Checking accuracy of outputs produced in compliance with established quality standards
  • Assisting the Project Engineers with monitoring the work of the contractors
  • Providing technical advice and assistance to contractors to ensure that economical and quality materials are purchased
  • Tracking and reporting all non-conformances to the Project Manager
  • Implementation and monitoring of quality assessments
  • Recommendation of solutions to quality issues and control of further processing, delivery, installation or use until proper disposition of non-conformance or unsatisfactory works
  • Ensuring that personnel conducting inspections are adequately trained and understand assignment limits, quality and time frames
  • AFOC lead for Health & Safety, and Environmental, issues, including application of UNOPS’ standards
  • Conduct monthly health and safety audits
  • Supervise and perform site environmental management inspections and maintain the required records
  • Supervise and report on conformance of contractor’s safety practices to UNOPS Safety Plan.
  • Set quality targets for the AFOC programme, review and action results
  • Perform other duties as may be assigned

Monitoring and Progress Controls:

Establishment of QA/QC Procedures Implementation and monitoring of quality assessments
Monthly QA/QC report to the OC Director, through the Head of Programme, on all AFOC infrastructure activities

Education/Experience/Language requirements

  • Master’s Degree in Engineering, preferably in Civil Engineering, or a related field. Professional certificate in a relevant field. A first level University Degree in most relevant field with combination of additional 2 years relevant work experience may be considered in lieu of the Advance University Degree.
  • Minimum 5 years of progressively responsible experience in construction work with emphasis on materials testing, quality control and assurance, laboratory testing and a firm understanding of requirements and specifications of testing and materials.
  • Demonstrated experience in pre-stressing works and quality control, and experience in different classes of concrete mix-design, under different condition of construction procedures.
  • Knowledge of procurement practices an advantage
  • Knowledge of UN/UNOPS rules and regulations highly advantageous
  • Competent user of project control software, such as MS Project or Primavera
  • Excellent knowledge of both written and oral English is required.

  • Proficiency in usage of computers, office software packages and advance design management software.
