The purpose of this consultancy is to support implementation of ECM Documents Management and Digital Workplace throughout UNICEF. Duration of this consultancy is 6 months.

The Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved document and records management and retention, improved search functionality, strengthened archives management, a new digital preservation capability, content reuse and repurposing, and collaboration across UNICEF. The project also seeks to reduce risks, improve usability of tools, provide significant cost and time savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.

Purpose of the Assignment

The purpose of this consultancy is to support implementation of ECM Documents Management and Digital Workplace (DWP) throughout UNICEF.

Work Location

The position will be remote with required on-site NYHQ visits. Daily rate should account for the cost of living, travel to and from, insurance and related costs.

Reporting Structure

The incumbent will report to ECM Senior Project Manager.

Duration of Contract

 6 Months

Key responsibilities

  • Support the ECM team in aligning document management system and digital workplace streams;
  • Participate in missions at HQ and Regional and Country Offices;
  • Work in close collaboration with the Training team supporting training activities related to Documents Management and Digital Work Place;
  • Assist the Communications team with the implementation of the communication strategy both at HQ and field offices level;
  • Contributes to establish a link between Documents Management and Digital Work Place strategies;
  • Other tasks as needed.

Deliverables

  • Missions to HQ, field and regional offices are executed as per ECM chronogram, ensuring assessment, training and briefing  to designated audiences;
  • Support to the ECM training team all UNICEF offices in the adoption of the ECM platform with in-person and remote support;
  • Facilitate the communication between ECM and regional/field offices;
  • Contribute to the development of quality training materials to support the ECM roll out and post go-live assistance;
  • DWP releases aligned to ECM roll out.

Requirements:

  • A university degree in social sciences , information management, or data related field or equivalent experience
  • A minimum of seven (7) years of relevant experience working within the UN system in similar projects
  • Strong negotiation and advisory skills
  • Demonstrated ability to build and maintain work relationships
  • Strong interpersonal and listening skills
  •  

Languages

  • Fluency in English is required
  • Working knowledge of another UN language, such as Spanish, French, Russian, Chinese, or Arabic is desirable.

Travel

If applicable, ECM will follow UNICEF’s standards of travel for consultants.

Evaluation method

Each applicant will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical skills and financial proposal specific to the solicitation.
