Necessary Qualifications

  • First-level university degree in international relations, political science or related field or graduate of a national military or police academy at officer level and advanced degree in a relevant field;
  • Minimum 6 years of relevant professional experience, and negotiating experience, preferably in the area of monitoring operations and/or related activities;
  • Significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required;
  • Experience in developing and implementing operational, logistics and administrative plans;
  • Ability to brief complex plans comprehensively, accurately and coherently;
  • Demonstrated excellent organizational and analytical skills;
  • Excellent communication (oral and written), presentation and team-building skills as well as interpersonal skills and documented experience in negotiations;
  • Ability to work with minimum supervision in an environment where rapid response to emergencies is essential;
  • Excellent physical condition and ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Readiness to travel regularly within Ukraine, including Eastern Oblasts;
  • Possession of a valid automobile driving license and ability to drive using manual transmission;
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity;
  • Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and political judgement;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Ability to operate Windows applications, including word processing and email, and excellent PowerPoint presentation skills.

Desirable:

  • Experience in working in Eastern Europe and/or knowledge of the region;
  • Experience with the UN common system and/or other international organizations;
  • Working Knowledge of the Ukrainian and/or Russian language(s).

Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the direct supervision of the Senior Planning Officer, the Planning Officer will be responsible for:

  1. Providing advice on the development of plans, ensuring coherence with the Mission's overall strategic direction;

  2. Providing advice on strategic and operational planning policy, procedures and best practices;

  3. Providing recommendations on the design of mechanisms to meet the operational information gathering needs of the Mission;

  4. Assisting in the preparation of Mission-wide plans on matters such as command and control, operational, technical and expert support, personal security, logistics and administration;

  5. Working closely and liaising with relevant departments in the OSCE Special Monitoring Mission to Ukraine's Head Office (HO) in order to develop coherent and appropriate future responses and plans in keeping with the Mission's strategic goals and objectives;

  6. Participating in working and study groups as may be convened for the purpose of the development, articulation and implementation of mission wide initiatives and projects; and

  7. Performing other duties as assigned.

PAE Government Services, under contract for the U.S. Department of State, is seeking applications from a planning officer with organizational, communications and negotiation experience, preferably in the area of monitoring operations and/or related activities for developing and implementing operational, logistic and administrative plans, conduct briefings; making presentations, engaging in team building, and responding rapidly to emergencies across Ukraine, including in Eastern Oblasts. The successful applicant will work closely with relevant departments, working and study groups to advise on development of plans, strategic and operational planning policy, procedures and best practices coherent with Mission’s strategic direction; and on information gathering, command and control, operational, technical and expert support, personal security, logistics and administration and the development and implementation of mission wide initiatives and projects. Experience in the region, with UN common system or international organizations and working knowledge of Ukrainian or Russian is desirable.
