Program / Department Summary

Mercy Corps program addresses a large array of needs and gaps, across a number of technical sectors across the Syria response region. Projects include emergency response for basic needs; livelihoods and protection projects; WASH projects. This specific program is focused on supporting local partners to implement programs.

General Position Summary

The PAQ Manager oversees the Performance and Quality (PAQ) unit in the partnership team, whose role is to provide support to ensure the development of efficient and effective partnership process. This includes strong support for the development of effective monitoring, learning and evaluation processes, oversight of capacity development strategy and process, ensuring quality partnership approach, integration of information management process to support programs. The PAQ Manager will also have an important role in contributing to regional conversations and initiatives around program performance and quality.

Essential Job Responsibilities

PROGRAM strategy, TECHNICAL QUALITY AND MONITORING, EVALUATION AND LEARNING

  • Maintain an oversight of the Performance and Quality (PAQ) unit strategy in coordination with the regional PAQ teams
  • Maintain an oversight on processes to support programs team to integrate cross- grants learning and ensure that lessons learned are used to inform on required adaptation of activities and future program design.
  • Strengthen systems, mechanisms and tools to facilitate greater efficiency between partners, program, M&E and information management. Pay specific attention to our approach to MEL and interaction with programs at grants and subgrants level.

  • Ensure PAQ unit provides strong Monitoring, Evaluation and Learning (MEL) support to program teams on grants and subgrants levels, builds a community of practice for MEL staff to provide them with technical advice and a support network, develops efficient MEL systems.

  • Identify strategies and build/strengthen systems, mechanisms and tools to facilitate greater efficiency between partners, program, M&E and information management. Pay specific attention to our approach to MEL and interaction with programs at grants and subgrants level.

  • Ensure PAQ unit provides strong Monitoring, Evaluation and Learning (MEL) support to program teams on grants and subgrants levels, builds a community of practice for MEL staff to provide them with technical advice and a support network, develops efficient MEL systems.

  • Support MEL and programs team in analyzing existing beneficiary accountability mechanisms for each local partner and provide recommendations for enhancing systems.

  • Work with program teams to ensure the adoption of efficient and effective partnership processes, identify strategies and build or strengthen systems to facilitate greater efficiency in program management processes

  • Lead on protection mainstreaming of projects, including developing staff and partners capacities on the matter and utilizing protection mainstreaming tools in process.

  • Support programs team in integrating Do No Harm approach throughout project life cycle.

Team Management

  • Provide supervision to the PAQ team members – MEL, Capacity Development, Information Management - ensuring their work is aligned and contributing effectively to strategy, that they have access to training and support and that effective workflows and coordination are set up between the different unit members
  • Support the PaQ team for a smooth and effective transition under the broader PaQ team (as part of a restructure) including functions and new line-management.
  • Support the Capacity Development Advisor in implementation of Capacity Development strategy and approach.
  • Ensure the IM team provides continuous support to programs and the roll-out of necessary data on regular basis.

Organizational Learning

Accountability to Beneficiaries

  • Support partners with the development of effective CARM systems in the design and implementation phases and ensure partner programming meets expected do no harm and protection standards. Where possible encourage referrals.
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically
    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Accountability

Reports Directly To: Director of Programs

Works Directly With: All Mercy Corps department and staff as well as staff from partner(s) organizations

Knowledge and Experience

  • BA/S or equivalent in social science, management, international development, or other relevant field; MA/S in similar relevant fields preferred.
  • 5 + years of progressive experience and proven high level of competence in working in international settings, ideally in conflict-affected countries.
  • Demonstrated success with program development and design, including conceptualizing and articulating programming ideas in concept notes and proposals.
  • Experience in monitoring, evaluation and learning is essential.
  • Previous experience with Mercy Corps preferred.
  • Previous experience in the Middle East and in particular the Syria response crisis preferred.
  • Strong knowledge of and experience with humanitarian and development programming.
  • Strong leadership, communication, and project management skills.
  • Experience working on MEL and program quality is essential.
  • Ability and interest to work with a multi-ethnic team in a culturally appropriate manner.
  • Willingness to work in a face-paced, fluid environment on multiple tasks.
  • Ability to proficiently write in English is essential
  • Ability to speak, write and read in Arabic is a strong advantage

A successful candidate will have the ability to live and work closely with a diverse team of individuals in a highly intense and fluid work and security environment with a capacity to spark innovative approaches to programming and inspire groups to collaborate closely to implement high-quality programs. S/he will have proven ability to learn quickly, take initiative, and be accountable for results, with an ability and willingness to remain mobile for short-term and/or long-term as necessary within the region, based on programmatic needs. An ability to work independently and as part of a team, with curiosity about and sensitivity to new cultures, a desire and ability to learn and grow, both personally and professionally, and a great sense of humor.

Living Conditions / Environmental Conditions

This position is based in Beirut, Lebanon, a pleasant and cosmopolitan city on the Mediterranean, with frequent travel throughout Lebanon. The security situation is uncertain in Lebanon, with a possibility for rapid deterioration, particularly dependent on the Syrian conflict. Though currently secure in Beirut, all security guidelines and protocols must be closely followed at all times.

Mercy Corps' team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps' policies, procedures, and values at all times and in all in-country venues.
