NRC in the Islamic Republic in Iran

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 5 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counselling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country.

 

Following progressive policy decisions taken by Iranian authorities related to access to civil documentation, NRC is opening the position of ICLA Specialist to strengthen its legal department and increase its assistance to the Government of Iran in ICLA related fields. 

 

About the position: Information, Counselling and Legal Assistance (ICLA) Specialist

Are you an experienced lawyer with practical expertise in refugee assistance, protection mechanisms or legal civil documentation provision? NRC has a fantastic opportunity for you to shape the development of our Information, Counselling and Legal Assistance (ICLA) strategy in the Islamic Republic of Iran. Are you eager to initiate action and change? Can you take on the challenge?

The Information, Counselling and Legal Assistance (ICLA) Specialist has to ensure technical development, strategic direction and quality assurance for the NRC ICLA response in Iran. He/she is responsible for mentoring, training, building the technical capacity of staff and to develop the ICLA portfolio in the country.

  1. Role and responsibilities

The following is a brief description of the role.

 

Generic responsibilities

  1. Develop the ICLA strategy, technical guidance and macro logframes
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Identify trends technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within the ICLA Core Competency, ensure high technical quality and synergies in project implementation
  6. Provide technical direction and project implementation support
  7. Ensure that key learnings are extracted from Core Competency implementation, and incorporate them in program and staff development processes
  8. Provide systematic training and build capacity of all ICLA technical staff
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

 

Specific responsibilities

  • Study specific ICLA contextual aspects and issues and produce strategic and programming analysis to develop ICLA core competency in Iran
  • Develop an ICLA response adapted to the Iranian context and in line with the regulations of the Ministry of interior (BAFIA)

     

  • Develop high quality ICLA project proposals and timely reports
  •  

  • Provide ICLA related strategic and technical inputs into the Protection Working Group and other relevant country level or regional fora.
  • Contribute to fundraising towards relevant donors for ICLA programming
  • Support in establishing required capacities for ICLA programme in Iran including recruiting national staff when needed
  • Support the ICLA teams to ensure proper functioning of M&E systems and timely reporting
  • Support the PAA in identifying advocacy opportunities related to ICLA in country and within the sub region

 

            2- Qualifications:

  • Minimum 4 years of experience within ICLA/legal assistance  technical expertise area in a humanitarian/ recovery/development context
  • Law degree in the field of international humanitarian or refugee law OR other relevant educational background combined with relevant professional experience
  • Strong relevant information counseling and legal assistance (ICLA ) expertise required
  • Strong understanding of protection principles
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Experience from working in complex and volatile contexts
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Knowledge of the Afghanistan displacement context is an asset
  • Knowledge of the Farsi language is an asset
  • Knowledge of Iranian context is an asset
  • Experience with scaling up of programs in strictly controlled context is an asset
  • Experience with ICLA related advocacy work is an asset
