Management Sciences for Health (MSH) seeks a Technical Director, Health Service Delivery for a potential 5 –year, USAID-funded Accessible Continuum of Care and Essential Services Sustained (ACCESS) program in Madagascar. The purpose of the program is to build the capacity of Ministry of Public Health (MOPH) actors at the district level and below in all districts in the implementation regions, to design, develop, manage, deliver, monitor and evaluate health services and programs in their catchment areas.

Work at the national level will focus on informing policy, guideline development, as well as advocacy on key health service delivery issues. The activity will also engage with regional health authorities with limited interventions to ensure coordination, planning and effective management of health activities in their districts. ACCESS will work to improve the clinical skills and health governance skills of primary health care providers to deliver high quality, accessible preventive and curative health services. To expand the reach of the public health system, the activity will work to improve the skills and motivation of community health volunteers to deliver quality health services and ensure they work under the supervision of their respective CSB. Finally, ACCESS will promote positive health behaviors, including care seeking behaviors in the target communities through a comprehensive and contextualized social and behavior change (SBC) approach and improve the capacity of the MOPH and local institutions to design, implement, and monitor and evaluate SBC activities.

This position is subject to award and funding.

OVERALL RESPONSIBILITIES

This position will be responsible for technical direction of service delivery activities, ensuring that strategy is aligned with the program vision, goals, and plans to achieve program results. With guidance and support of the Chief of Party (COP) the Technical Director will coordinate the provision of technical services, harmonize efforts between project program areas and units in maternal health, family planning, reproductive health, malaria, nutrition, water/sanitation/hygiene, and health systems strengthening. S/he will set a positive tone for the entire project and inspire staff to apply results-based approaches for delivery of quality services to the clients we serve. Further, the Technical Director will contribute to documentation of project successes and lessons learned for local and international audiences, as well as quarterly reports.

SPECIFIC ACCOUNTABILITY

  1. Provide technical leadership and managerial oversight for the service delivery components of the project and ensure the efficient implementation of project activities and the timely reporting of those activities to USAID and MSH headquarters.
  2. Coordinate project liaison and collaboration with partners, donors, USAID, clients and stakeholders, including MSH headquarters. Maintain a USAID/ACCESS technical partnership that engenders trust and respect and build USAID’s confidence in MSH’s ability to get the job done.
  3. Provide technical oversight and guidance to all project partners.
  4. Build capacity of team members and government teams at the facility, district and national level.
  5. Take the lead in engagement with ministry to build consensus on priorities and strategies.
  6. Serve as a member of the Madagascar Leadership Team.
  7. Promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial atmosphere that fosters team work and mutual support to ensure success.
  8. Advise the COP in alignment of human resources with project work plans and emerging SOW from USAID, MSH and partners, including on external sourcing of human resources and consultants.
  9. Set direction and coordinate annual workplan development, implementation, and review. S/he will identify opportunities for integrated planning and implementation creating synergies between various program areas.
  10. Guide and coach project staff in leveraging project, non-project and community resources through the establishment and maintenance of partnerships and networks.
  11. Contribute to a knowledge management system where the donor vision and government values reach beneficiary communities, and the learning from community level is documented and shared to influence new programming at national and regional levels.

QUALIFICATIONS

  1. An advanced degree at the Masters level or above in social science, public health, or other appropriate area is required. Medical doctor preferred.
  2. 10+ years of experience in the implementation and management of international development projects, specifically, with combined experience in two or more technical areas such as maternal health, family planning, reproductive health, Malaria, water/sanitation/hygiene, and health systems strengthening.
  3. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.
  4. Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is strongly preferred.
  5. At least 5 years of supervisory experience. Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects.
  6. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  7. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  8. Fluency in French and English required.
  9. Willingness to travel to project areas as needed.
