Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 67 members, 48 of which are from the Asia and Pacific region. ADB’s mission is to reduce poverty and promote sustainable economic growth in the region.  ADB’s main instruments for helping its developing member countries are policy dialogue, loans, equity investments, guarantees, grants, and technical assistance.

The position is assigned in the Budget Personnel Management Systems Department (BPMSD). The Department provides advice and services in budget, staff position management, human resources, staff development, benefits, and compensation.

ADB only hires nationals of its 67 member countries.

IMPORTANT NOTE: This is a fixed-term appointment for 3 years, which may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.

Job Purpose

The position is the Deputy Head of the Department which supports the Director General, BPMSD (DG), in overall management of the Department. More specifically the position leads the oversight of human resource matters in ADB through the supervision and oversight of four teams (Divisions): HR Policies and Programs (BPPP), HR Operations and Health (HR Service Center, BPOH), HR Business Partners (BPHP) and HR Compensation & Benefits (BPCB). Acts as the focal point for the vision, planning, implementation and supervision of ADB’s strategic HR objectives and coordination of current HR projects and initiatives, and those under ADB’s People Strategy which include talent acquisition and management, succession planning, and career development. As a member of ADB’s senior team, actively supports the DG in keeping the Board and Senior Management informed of emerging developments, opportunities, and challenges.

The incumbent will report to Director General and will supervise International, National and Administrative Staff. 

Responsibilities

  • Support the DG in establishing and implementing the department’s vision, goals, development strategies and work plans.
  • Assist the DG in overseeing and directing the management of the human resource function to include the recruitment of international and national staff, performance evaluation, talent management, succession planning, employee relations, learning and development, compensation, benefits, pension, insurance, and health service functions.
  • Oversee the achievement of targets defined under ADB’s Diversity and Inclusion Framework.
  • Assist in continuously informing Senior Management of significant developments, emerging opportunities and challenges, and in providing timely recommendations on reforms in the human resources area.
  • Facilitate effective department coordination and cooperation with other ADB departments and internal stakeholders.
  • Support the DG in managing departmental performance, including through coaching and mentoring teams, motivating staff and handling of staff management issues.

Qualifications

Relevant Experience & Requirements

  • Master's Degree, or equivalent, in Management, Finance, Economics, Social Sciences or related fields, preferably with training or certification in human resources management.  University degree in Management, Finance, Economics, Social Sciences or related fields, preferably with training or certification in human resources management, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
  • Excellent written and verbal communication skills in English is required
  • At least 15 years' relevant international experience with an emphasis on human resources management, preferably in a senior management position in a multi-lateral development organization
  • Possesses cumulative knowledge, experience and fundamental understanding of diverse concepts, principles and practices, and able to share knowledge to benefit the ADB and the wider international community
  • Ability to communicate effectively with staff, Management, Board members, and external counterparts
  • Demonstrated excellent interpersonal and communication skills, preferably in a multi-cultural and diverse environment as well as capacity to liaise with Board members and C-level executives.

General Considerations

The selected candidate is appointed for an initial term of three years.
