Background

UNDP’s Country Programme Document for Bangladesh (2017-2020) is unveiled in July 2016. In the context of the Government’s seventh five-year plan and the government vision for graduation from least developed country status, UNDP will seek to ensure a more resilient and inclusive society that shares its increasing prosperity with all. UNDP will work within the United Nations Development Assistance Framework (UNDAF) to deliver a country programme focusing on three priorities that includes (a) Ensuring economic growth is inclusive and supports economic opportunities, particularly for women; (b) Improving social policies and programmes, with a focus on good governance and structural inequalities; and (c) Building resilience and improving environmental sustainability.

UNDP’s more than two decades of experience in sustainable energy is evidence of the critical role of sustainable energy as an enabler for poverty eradication, social progress, gender equality, enhanced resilience, economic growth and environmental sustainability. UNDP’s approach in supporting countries relies on a suite of integrated interventions in policy, technology, finance, delivery systems, capacity development, community mobilization, private sector engagement and awareness raising to reduce and, where possible, remove a range of barriers that inhibit investments in scaling up sustainable energy solutions. UNDP’s ongoing Strategic Plan for 2014-2017 has sustainable energy firmly embedded where “access to sustainable energy and improved energy efficiency” is explicitly mentioned as a scalable intervention under the work area “Sustainable Development Pathways”. Going forward and informing its new Strategic Plan under formulation, UNDP’s Strategy on Sustainable Energy (2017-2021) emphasizes UNDP’s mission to support countries to enable its government partners to implement sustainable energy measures.

Objective:

The national consultant will work with the Resilience and Inclusive Growth Cluster, UNDP to assist management of projects related to Montreal Protocol, Renewable Energy and Chemical substances, as well as those related to climate change mitigation.

UNDP Bangladesh Country Office(CO) is currently implementing several projects and programmes in the areas of renewable energy, energy efficiency, climate change mitigation and chemicals. There are also several development projects under pipeline in these areas. UNDP CO has supported promotion of energy efficiency and conservation through: (i) promotion of cleaner technology in brick making industries, refrigeration and air-conditioning by engaging private sector;(ii) reduction of air-pollution from the transport sector through CNG conversion of urban transport; (iii) setup energy standard & labelling for six electric appliances; (iv) promotion and conversion of obsolete technology by engaging private sector; (v) promotion of energy efficient light (e.g. solar home system, solar lantern, solar PV, LED lights, etc.) in household level. Currently UNDP CO is implementing several projects under “Environment and Energy” portfolio in these areas that includes Development of sustainable renewable energy power generation, 2) Third National Communication, 3) Phase-out of Ozone Depleting Substances (ODS) I-VII program, 4) UN-REDD National Programme and 5) Demonstration of energy-efficient and low-GWP alternative technologies through Walton II. There are also some pipeline projects that include 1) Promoting Low Carbon Urban Development in Bangladesh and 2) Conversion of three refrigeration lines and one compressor line under Kigali Amendment.

The national consultant supports and coordinates activities of the projects’ staff. S/he works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP’s regional and HQs staff, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation. Under the overall guidance and direct supervision of the Programme Specialist (Environment Sustainability & Energy), the national consultant is responsible for management of UNDP programmes and pipeline within the thematic/sectoral areas assigned. The ideal candidate will have a demonstrated track record of designing and/or supervising design of innovative and bankable development projects in the areas of green development.

Duties and Responsibilities

The consultant will closely work with Programme Specialist—Environment Sustainability and Energy in mitigation and phaseout of ODS and other chemicals. The Consultant will do the background research; coordinate internal and external stakeholders; build partnership with government and private sector actors; and oversee the technical work of other consultants engaged in development of project documents of the pipeline projects.The Consultant will support in following areas:

a. Project Development

  • Support development of the future project ideas, investment plan and pipeline development, which may include identification of opportunities through donor/client outreach, marketing and deal screening.
  • Support hiring of consultants and technical experts; ensure that consultants are guided and supported to deliver project documents on time; and provide substantive inputs to various drafts – till finalization; and seek timely input from CO based colleagues as well as UNDP regional technical advisors. Meet all the deadlines of project cycle.
  • Undertake and manage the necessary due diligence, risk analysis and mitigation in the structuring of investment project, equity investments, guarantees, or other forms of GEF, GCF, NDF, CIF, MLF of MP, NAMA facilities and UNDPs assistance in the areas of renewable energy, chemicals, low carbon development and green growth.
  • Provide substantial advice to executing agencies on project preparation and processing for accessing required finance from GCF, GEF, NAMA facilities, private source, bilateral and multilateral, etc. supports.

b. Implementation of Programme

  • Support UNDP in the implementation of public and private sector climate change mitigation programs and projects, ensuring compliance with required guidelines, policies and procedures as well as agreed covenants and reporting requirements.
  • Identify of areas for support and interventions within the assigned areas of responsibility and the project portfolio.
  • Provide policy advice and technical support to Programme Specialist on managing the energy sector including oil and natural gas (conventional and unconventional), renewable energy, energy efficiency, energy conversion (processing, electricity generation, refining), energy and the environment (climate change mitigation), etc.
  • Supporting Programme Specialist to report effectively and timely to donors on achievement of results, use of funds constraints and recommendations to be followed up.

c. Create strategic partnerships

  • Facilitate active relationships with financial partners including private sector in the country and beyond.
  • Development of partnerships with the other UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

d. Knowledge Sharing and capacity building

  • Maintain and share knowledge (inside and outside UNDP) on lessons learned from public and private sector operations and emerging best practices in areas of expertise.
  • Participate in and contribute to activities for advocacy, dissemination and knowledge building relating to UNDP’s relevant policies and strategies to promote green growth.
  • Support or contribute to the planning and implementation of capacity development activities, workshops, meetings and conferences on energy for sustainable development;
  • Monitor, study and analyze the trends and best practices on energy and prepares policy advisory notes to inform governments as well as feed into the intergovernmental process and normative work of the Division

DELIVERABLES:

The consultant will deliver an inception report documenting all planned work, which must be approved by the supervisor.

Payments shall be done in eight installments based on actual days worked and submitted deliverables documenting this, upon approval by the supervisor (Programme Specialist—Environment Sustainability and Energy) of the deliverable and a Time Sheet indicating the days worked in the period and activities performed.

SUPERVISION AND PERFORMANCE EVALUATION:

The consultant will report directly to Programme Specialist—Environment Sustainability and Energy.

 S/he will also closely coordinate tasks with Country Office through other team members in the cluster. His/her performance evaluation will be conducted by the supervisor.

 TIMEFRAME AND DEADLINES:

The assignment is for a total of 120 days over a period of 8 months on intermittent basis from 01 January to 30 August 2018.

DOCUMENTS:

The Consultant will prepare and submit the above mentioned documents during the assignment period. The format for the monthly should be agreed on with the Programme Specialist—Environment Sustainability and Energy in the first week of January 2018.

 INPUTS:

The Consultant will use his/her own personal equipment. UNDP will provide a UNDP e-mail address. UNDP will provide office space.

 Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Required Skills and Experience

REQUIREMENTS

ACADEMIC QUALIFICATIONS:

  • Minimum Bachelor degree in Electrical, Mechanical or Chemical Engineering with Masters in Business Administration (MBA), Finance, Financial Economics or Masters in renewable energy/climate change or other relevant academic discipline and profession qualifications.

 EXPERIENCE:

  • At least 5 years of relevant professional experience in the designing of public and private sector projects on energy, renewable energy, energy efficiency, energy conservation, and climate change mitigation, low emission development strategies, nationally appropriate mitigation action (NAMA), facilitating foreign direct investment, and public-private investment dialogue in developing countries infrastructure (particularly project financing or PPPs but including corporate financing in core fields of UNDP focus), including hands-on experience in designing investment project, guarantees and/or equity transactions, managing due diligence, financial modeling, mitigating credit and other risks, negotiating term sheets and finance documentation and related project (and corporate) finance activities.
  • Specific and relevant experience in emerging market financing and investments, preferably in Bangladesh.
  • Knowledge and experience about polices of vertical funds such as GEF, GCF and CIF.
  • Establishing and management of inter-relationships among international organization and national governments;
  • Understanding and knowledge about local, national and global good practices and policy trends on energy and low carbon development;
  • Excellent oral and written communication skills in English and the ability to communicate effectively to management.
  • Demonstrated experience in establishing and maintaining professional networks is desirable
  • Experience in working with the UN and government counterparts is an asset

Language requirements

Fluency of English and Bangla language is required;

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 Relevant academic background - 20 Marks
  • Criteria 2 Relevant professional experience and skill – Max 20 Marks
  • Criteria 3 Completed similar types of assignments (at least 3 assignments)- Max 20 Marks
  • Criteria 4 Familiarity with the United Nations, Government and private sector environment - Max 10 Marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:
