This position is located in Office of the Chief Economist and Export Strategy (CEES) within the Division of Market Development at the International Trade Centre (ITC).

The Division of Market Development (DMD) is one of ITC’s three substantive divisions focusing on trade intelligence and sector-specific export development. The division performs a range of academic and analytical activities in relation to trade development, trade facilitation, trade negotiations, sector development and competiveness strategies. The Office of the Chief Economist and Export Strategy (CEES) is positioned within DMD.

CEES provides thought leadership on trade and SME competitiveness and technical assistance in the design and implementation of trade development strategies. It produces global-level studies as well as country-level analyses highlighting opportunities and constraints to trade, developing strategies at the regional, national and sector levels aimed at policy makers, trade support institutions and enterprises.

CEES is responsible for ITC’s annual flagship publication “SME Competitiveness Outlook”, and more generally, for analytical and inter-agency work on entrepreneurship and SME international competitiveness. CEES contributes to the design and implementation of ITC research, the design of analytical methods for impact assessments of ITC technical assistance and takes the lead on ITC involvement with external academic networks. CEES also acts as ITC’s focal point for the Aid for Trade initiative.

competitiveness with a focus on designing analytical methods to assess SME Competitiveness.

R ESPONSIBILITIES:

Under the overall guidance of the Chief of section and direct supervision of an Economist, the

Associate Programme Officer will:

  • Provides substantive support for the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies, notably the ITC SME Competitiveness Outlook.
  • Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of the SME Competitiveness Outlook and contribution to publications produced under the Aid for Trade initiative.
  • Contribute to set-up the methodology for ITC survey initiatives; assist with design of data collection tools on SME competitiveness, including adjustment of existing survey material to services sectors; issue data collection tools, review, analyze and interpret responses, identify problems/issues and prepare preliminary conclusions.
  • Provide substantive support for evaluation functions, notably by ensuring applicability of the ITC SME Competitiveness Survey for the quantitative impact assessments of ITC’s technical assistance projects.
  • Undertake outreach activities; participate in the development of training workshops, seminars, etc.; and participate in and make presentations on assigned topics/activities.
  • Participate in field missions, including provision of substantive and administrative support, data collection, etc.
  • Assist in performing consulting assignments, in collaboration with the client, by planning facilitating workshops and learning activities through other interactive sessions.
  • Provide administrative and substantive support to consultative and other meetings, conferences, etc., to include proposed agenda topics, identified and proposed participants, preparation of background documents and presentations, and handling logistics, etc.
  • Perform other duties as required.

E LIGIBILITC RITERIA

E DUCATION : Advanced degree (Master or equivalent) in economics, management, or a related field

with a strong quantitative component. PhD level is highly desirable

Note: A first-level university degree in economics, management or related field may be accepted with

an additional two years of relevant professional work experience.

W ORK EXPERIENCE : A minimum of two years of relevant professional experience in data and policy

analysis, survey design, data collection, and related project management. Proven experience using

Survey Software and programming.

Exposure to working with LDCs, developing and transition countries in the context of SME growth

would be considered an asset. Work experience in an international organization and/or trade-related

technical assistance desirable.

L ANGUAGES : Advanced knowledge of English. Working knowledge of French or Spanish highly

desirable. Knowledge of other UN official languages is an asset.

R EQUIRED K NOWLEDGE AND SKILLS:

  • Excellent knowledge of Stata and Excel and programming

T ERMS OFS ERVICE

Appointments with ITC are service-limited to this organization. The conditions of service are governed

by the United Nations Staff Rules and Regulations. This is a fixed term appointment.

INDICATIVEA NNUAL SALARY AT THE P-2LEVEL

Annual Salary (net of tax)

Starting from 46,026US$, with annual increments subject to performance.

Post Adjustment

In addition to the above annual salary a monthly post adjustment is paid. The rate as at December

2017 is 74.7% of the monthly salary. This percentage is to be considered as indicative since

variations may occur each month either upwards or downwards due to currency exchange rate

fluctuations or inflation.
