Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate. The Finance and Accounting Section maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA's financial statements and other reports to the governing bodies and Member States. The Section has two units\: the General Accounting Unit and the Contributions Unit. The General Accounting Unit prepares the financial statements, maintains accounting records and maintains close liaison with the IAEA's external auditor. The Contributions Unit is responsible for receiving all contributions to the IAEA for all funds and reporting to Member States and senior management on their use for the implementation of approved programmes.


Main Purpose

Under the supervision of the Unit Head, the Associate Contributions Officer analyses financial transactions and prepares accounting, financial and management reports for departments and donors. She/he supports the Unit Head in documenting and analysing the business processes related to contributions, and liaises with MTIT on IT solutions in support of the automation and maintenance of such business processes. The Associate Contributions Officer also contributes to the review of financial policies and procedures.


Role

The Associate Contributions Officer is\: (a) a technical analyst, working with others within the Unit to ensure compliance with established policies and procedures in line with IPSAS 23 (non-exchange revenue accounting); (b) a technical contributor, working with the Agency's ERP system and other IT teams on aspects of reporting and automation of business processes; (c) a team member, working together with other members of the Unit and outside MTBF to ensure accurate and timely processing and recording of financial transactions and preparation of various reports and the Agency Financial Statements.


Functions / Key Results Expected

  • Support the Unit Head by performing analysis of the Agency’s assessed and voluntary contributions, including accounting for such non-exchange transactions under IPSAS 23
  • Review and consolidate financial information related to revenue, accounts receivable, liability and contingent assets, including processing of transactions in AIPS, review of General Ledger accounts and follow up on open transactions with relevant counterparts within the Agency under the guidance of the Unit Head
  • Assists the work of the Unit in preparation of the annual financial statements through preparing the relevant statements and annexes, drafting financial disclosures and reviewing the underlying data supporting these disclosures for completeness, accuracy and consistency
  • Prepare periodic and ad-hoc draft financial and management reports and presentations to donors and Agency’s staff for review and presentation by the Unit Head
  • Supports the Unit Head in analysing and documenting business processes and designing and maintenance of dashboard reports, through close liaison with the relevant focal points and experts throughout the Agency. This includes testing and follow up on business process improvements and reporting on inefficiencies and inconsistencies

Qualifications, Experience and Language skills

 

  • University degree in Finance, Accounting, Business Administration or closely-related field
  • A professional accounting certification from a recognized accounting body (e.g. ACCA, CA, CPA, CMA) completed or in progress is an asset
  • Some work experience in accounting and financial and management reporting, including support to the preparation of financial statements
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $35998 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 16559, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
