The promotion of gender equality and women’s voice is a core part of how CARE works everywhere, in fragile and conflict-affected states and least developed countries, as well as in middle income countries or the global North. It applies to our work in all programme areas, including the four priority outcome areas in CARE’s Global Programme Strategy: humanitarian response; the right to sexual, reproductive and maternal health and a life free from violence; food and nutrition security and climate change resilience; and women’s access to and control of economic resources. In our experience, achieving gender equality and women’s voice requires transformative change. This means addressing the structural causes as well as the symptoms of gender inequality, with the aim of achieving lasting change in the power and choices women have over their own lives, rather than just a temporary increase in opportunities.

Description:

CARE is seeking a Senior Technical Advisor for Gender Program Design and Implementation. The STA will be one of two gender technical proposal development experts and a core member of the Gender Justice Team, which leads the Gender Equality and Women’s Voice (GEWW) approach on behalf of CARE globally. The STA will support the GEWV strategy by (1) ensuring gender is included in all phases of new business and proposal development processes for a mix of USG, foundation, corporate, and other bilateral donors and (2) supporting the application of gender-transformative best practices during program implementation.

The STA will provide leadership, coordination and support for proposal development and program implementation to effectively promote gender equality and women’s voice across CARE programs. S/he will build relationships, liaise and network with donors while supporting country offices and other teams in gender-transformative program design, strategy development, implementation, and course correction. The STA will also oversee gender technical components in all phases of proposal development and execution including go/no go decisions, gender analysis, integration of appropriate interventions, budgeting in support of gender-transformative approaches, and measures for impact and risk reduction.

The position requires outstanding writing skills, expertise in theory and practical application of gender-transformative approaches and results, excellent communication and presentation skills, experience developing winning proposals, and talent in coordinating diverse stakeholders.
Responsibilities:

  • Act as the primary technical proposal development expert on the Gender Justice team for corporate, foundation, and other bilateral (non-USG) proposals and contribute as one of two gender experts supporting USG proposal development.
  • Provide technical support and guidance in response to requests for applications/proposals, including supporting conceptualization and program design, background research, writing key components, identifying key learning, and ensuring adequate resources are included in project budgets.
  • Conduct background and other necessary research to develop innovative and compelling concept notes and proposals that highlight CARE’s unique niche as a leader in gender-transformative programming.
  • Support new and on-going programs to effectively deliver gender-transformative and gender-integrated interventions through the provision of short-term technical assistance, in person and remotely.
  • Build the capacity of teams to integrate gender-transformative approaches in program design, strategy development, and implementation.
  • Liaise internally and outside of CARE to build networks and relationships, identify opportunities, and monitor data and trends in order to catalyze and amplify proven/promising practices that promote gender equality and women’s voice.

Qualifications:

  • Master’s degree in international development, public health, or related field or equivalent combination of education and work experience
  • 10 years of experience in relevant fields, and at least 2 years of new business development experience
  • Strong background in the promotion of gender equality and women’s voice, including up to date and in-depth knowledge of gender integrated and gender-transformative programming across development sectors (e.g., food and nutrition security, women’s economic empowerment, sexual and reproductive health and rights, WASH, and humanitarian response)
  • Demonstrated experience and successful track record leading development of proposals for a variety of donors, including outstanding skills in gender-transformative program design, proposal development and execution
  • Experience providing high quality and responsive gender-related technical assistance to country/regional office colleagues
  • Demonstrated ability to collaborate with and lead diverse teams and effectively communicate new or sensitive topics
  • Evidence of outstanding organizational, writing and communication skills
  • Strong leadership skills in planning and organization, partnership and collaboration
  • Proficiency in WORD, Excel, PowerPoint
  • Fluent in English and preferably proficient in another language frequently used in CARE’s work (Spanish, French, Arabic)
