Associate Information Management Officer

ORGANIZATIONAL CONTEXT

The Associate Information Management Officer is responsible for assisting in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information. S/he may supervise data collectors or data entry personnel.

The incumbent operationalizes data standards developed at the central level in field operations, train field staff, compile data and analyse information from all populations of concern. S/he supports the Programme Team and UNHCR's implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

FUNCTIONAL STATEMENT

Accountability

- The Office is able to implement its Information Management strategy which guides all IM activities in the country.
- The Office delivers reliable, accessible and user-friendly, relevant, predictable, appropriate and timely delivery of information. 
- Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners.

Responsibility

- Assist in the implementation and operationalization of the country/operation-specific Information Management strategy.
- Operationalize country-specific common data standards and promote them with partners.
- Compile, aggregrate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data. 
- Support the operation in the analysis of processed data and information and perform data quality and consistency control.
- Train field staff on the use of data collection forms, how to enter data and how to analyze it.  Also, train field staff on the protection of sensitive data, including both hardcopies and electronic data.
- Facilitate the analysis of cross-border information between relevant countries.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal population figures in-line with aggreed frequencies.
- Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
- Perform other duties as required.

Authority

- Assist in the recruitment and training of  data collectors and data entry personnel, if requested.
- Supervise Information Management Assistants.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Undergraduate degree (equivalent of a BA/BS) in Information Technology, Demography, Statistics,Social Sciences or any related area plus minimum 3 years of previous work experience relevant to the function. Graduate degree (equivalent of a Master¿s) plus 2 years or Doctorate degree (equivalent of a PhD) plus 1 year of previous relevant work experience may also be accepted.
- Knowledge of the UN system and the humanitarian community.
- Experience in the context of partnership building and consensual decision-making.
- Proven skills to analyse statistical information.
- Advanced Excel skills (e.g. pivot tables, functions, etc.).
- Ability to formulate IM-related technical requirements and Operating Procedures.
- Ability to compile and holistically analyse diverse datasets.
- Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
- Excellent knowledge of English and working knowledge of another UN language.

(In offices where the working language is not English, excellent knowledge of working language of duty station and working knowledge of English.)

***For National Officer positions, very good knowledge of local language and local institutions is essential.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Proficiency in a second official UN language is desirable.
- Knowledge of protection-related guidelines, standards and indicators.
- Successful participation in the Operational Data management Learning Programme is desirable.
- Experience in web design and software development is an asset.
- Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is desirable.

- At least 3 years of relevant work experience (2 years with graduate degree (equivalent of a Master¿s)).
- Knowledge of the UN system and the humanitarian community.
- Experience in the context of partnership building and consensual decision-making.

- Advanced Excel skills (e.g. pivot tables, functions, etc.).

- Excellent knowledge of English and working knowledge of another UN language. The refugees were initially hosted in Mussunge and Cacanda reception centers, as well as Dundo¿s urban areas. The government of Angola allocated 27ha of land in the Lóvua District located at 100km to accommodate 30,000 refugees. Consequently, site development activities are being undertaken and refugees¿ relocation process has started since August 2017. Housing is extremely expensive and the quality is relatively low. Rents for apartments in modern buildings start at 10,000 USD per month and are thus not an option. There are almost daily power cuts and all houses therefor need to have their own generators. Water supply is frequently interrupted and buildings have water tanks that are filled by water supplied by tanker trucks. Traffic is very congested and travel time defines areas that are suitable for living. Limited offer of cultural activities, any activities outside the direct residential zone require much time in traffic.
Security Consideration:
Luanda is a category C duty station. MORSS includes the payment of a security guard and an additional security guard for single female staff. Street crime such as assaults and theft from vehicles are common in some areas. Car theft have been reported. Houses need burglar bars, house breaking-in are on the rise.
Additional Factors:
Portuguese is the working language in all meetings with the Government. Spanish and Italian speakers can understand conversation in Portuguese. It is worth noting that most of the Ranking Government interlocutors speak French as well. Angola is in phase 1 of the security phases and travelers to Angola are advised on their arrival to receive a security briefing. Travelers to Angola are required to present the yellow fever vaccination card upon arrival at the airport. Dundo FO is a family duty station, however there is no relevant medical facilities.
