Consultancy: Practical options for the extension of social protection to workers in the informal economy in Cambodia

The ILO Country Office for Thailand, Cambodia and Lao People’s Democratic Republic is looking for a consultant or team of consultants to contribute to the ILO’s work on improving and expanding social protection to Cambodia’s informally employed workers. The consultancy is part of the project KHM/16/04/OEC Social Protection for Informal Workers (SP-IW) which is financed through the European Union Social Protection Systems Programme (EU-SPS).

Phase I of the SP-IW began by generating baseline research on selected sectors with various employment types. The first sector was construction. The second piece of research focuses on self-employed workers, who constitute roughly half of all employed people in Cambodia. The scope of the work was focused on tuk tuk drivers, who are an important part of the country’s tourism industry. Finally, the research also included domestic workers, who hold a unique status under the Cambodian Labour Law.

Phase II of the project, and the subject of this invitation to bid, will be focused on using this evidence to generate practical proposals for coverage expansion. Accordingly, the objective of the assignment is to produce practical recommendations for coverage expansion.
