Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security. The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.


Main Purpose

Under the supervision and guidance of the Emergency Preparedness Coordinator, the Associate Emergency Preparedness Officer (IEC) will assist in the development of safety standards and technical guidance documents related to Emergency Preparedness and Response (EPR). Additionally, he/she will support the preparation of training materials related to those topics and participate in the development and implementation of training activities to improve awareness and knowledge among Member States’ officials involved in national EPR activities, on relevant safety standards and technical guidance documents.


Role

The Associate Emergency Preparedness Officer (IEC) is (1) an assistant developer supporting and engaging in the development of safety standards and technical guidance documents on EPR; (2) a researcher and data analyst, supporting development of technical aspects of EPR through data analysis, calculations, modelling and provision of quality control of data; and (3) a technical specialist contributing to the development of training activities and materials on those topics.


Functions / Key Results Expected

  • Assists, in elaborating assessment methodology on how to derive default values for the Operational Intervention Levels (OILs) for radiological emergencies and in calculating those values, by analysis of the existing approaches and potential scenarios, calculating parameters (e.g. dose coefficients and activities) which are necessary for calculation of OILs. 
  • Assist, by drafting the description of methodology and performing quality control of the calculated numerical values, in developing guidance document to address OILs for radiological emergencies for all the appropriate generic criteria provided in the IAEA Safety Standards Series No. GSR Part 7.
  • Contribute, by analysis of the potential scenarios and performing quality control of the calculated numerical values, to developing practical tools and recommendations on how to use the OILs for radiological emergencies.
  • Assist, by drafting the Power Point presentations and proposing materials for the working sessions, in developing training materials on guidance document to address OILs for radiological emergencies, as well as in developing relevant operational in-house procedures.
  • Assists in organizing relevant workshops and exercises to apply the methodology for deriving OILs for radiological emergencies by preparing necessary training materials, lecturing at workshops and evaluating exercises.
  • Provide support and relevant expertise to the Incident and Emergency System (IES) and participate in associated training and exercises.

Qualifications, Experience and Language skills

  • University degree in physical sciences, engineering, radiation protection or a related field.
  • Two years of experience in activities related to emergency preparedness and response to nuclear or radiological incidents and emergencies.
  • Demonstrated experience in data analysis and quality control of data.
  • Previous involvement in calculations of parameters used in various technical areas of EPR.
  • Experience programming Macros in Microsoft Excel would be an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46026 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 22369, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
