ORGANIZATIONAL CONTEXT 

Under the supervision of the “Director, Human Resources and Office Services (HROS)” the “Human Resources Advisor” will be responsible for leading organization-wide learning and development and change management initiatives, in line with the IDLO Strategy 2020, the yearly Management Plans, and the objective to maintain an engaged, diverse and field oriented workforce. This includes the design, development, implementation and monitoring of talent development strategy, systems and processes. In addition, this position will serve as the expert learning resource on management and leadership development activities. The incumbent will be also responsible for: guiding and advising on the implementation of the organizational New Employment Model (NEM); advocating, developing and implementing HR-related policies and procedures; and project managing various initiatives, including a new performance management system. The Human Resources Advisor will work across Departments and teams and with organizational internal and external stakeholders, and will consult and engage with the Field Offices. The incumbent will apply best practices, will keep abreast of developments in various areas of human resources, and will promote knowledge sharing on new approaches, thinking and techniques in the areas of responsibility.

 

THE POSITION 

Within delegated authority, the Human Resources Advisor will be responsible for the following duties and responsibilities:

  1. Policy Development and Advisory
    • Contribute to the formulation of new HR policies and procedures and assist in assessing the adequacy and impact of existing ones. Contribute to the  identification of issues that require adaptation, propose modifications and draft the related policy papers;
    • Benchmark relevant regulations, rules, policies and practices of other international public service organizations and similar entities to identify needs for changes in IDLO's HR policies and procedures;
    • Proactively assist in identifying, advocating and leading on the development of new HR policies. Ensure existing HR Policies are up-to-date and disseminated IDLO-wide; 
    • Guide and advise on policy interpretation and application to management and employees;
    • Recommend solutions to complex and exceptional cases; and
    • Assist in ensuring consistent and transparent application of HR policies and procedure across IDLO.
  2. Talent Development (TD)
    • Assist in the development and implementation of the organizational TD strategy, policy and procedures;
    • Assess learning needs in the Organization and design, develop and implement TD initiatives for employees on both cross-cutting and team-specific topics;
    • Advise and support managers and employees on individual learning needs and development;
    • Develop and foster E-Learning activities for developing skills and increasing knowledge;
    • Assist in the development and monitoring the Annual Plan of TD activities in partnership with senior Management, Departments, Units, and Field Offices;
    • Organize group training activities by drafting terms of reference, participating in tender/recruitment processes, liaising with training providers, and handling administrative details;
    • Assist in the identification and coordinate learning events and coaching interventions, as required, and
    • Contribute to TD budget formulation and related reporting.
  3. Performance Management
    • Assist in the development and implementation of a new organizational performance management system;
    • Assist in Guiding, advising and coaching employees and managers on managing performance; and
    • Monitor and evaluate implementation of the performance management system.
  4. Oversight Functions and Talent/Change Management
    • Assist with the implementation of the New Employment Model (NEM) in all IDLO Offices;
    • Work closely with senior Management to ensure that organizational change initiatives are properly planned and implemented:
    • Provide HR specific inputs and advice on HR and organizational development matters;
    • Provide strategic and data inputs on the preparation of the annual departmental work plan and output based budget and manage their development and updates; and
    • Assist in the development, and contribute to the delivery of transformative new HR initiatives; these may include: a competency framework and talent strategies, including retention and workforce mobility.
  5. Partnerships and Knowledge Sharing
    • Promote effective communication and facilitate open and transparent consultative processes;
    • Initiate and coordinate employee surveys and communication campaigns about HR services and initiatives;
    • Represent HR and participate in internal and external meetings, working groups, conferences to exchange information and collaborate on the areas of responsibility;
    • Build relationships with internal and external entities and actors, including other international public service organizations; and
    • Assist to ensure that best practices are continuously identified, documented, and made available to clients and peers.
  6. Other:
    • Contribute to the development of reports and statistics on the areas of responsibility;
    • Assist in guiding and advising Field Offices on various HR and organizational development matters; and
    • Undertake missions to various locations and Field Offices, as necessary.

IDEAL CANDIDATE PROFILE

Education and Professional Experience 

  • Master’s degree in Human Resources Management, Public Administration, Organization Development or related field is required;
  • Professional HR certification (e.g. CIPD, SHRM) is desirable;
  • Project Management and/or Change Management certification is desirable;
  • A minimum of eight (8) years of progressively responsible professional experience and demonstrated technical competence in the subject matter within international organizations is required;
  • Demonstrated experience in developing and implementing HR policies, manuals or guidelines for international / inter-governmental or a comparable public international organisation is required; and
  • Working experience at country/field level is desirable;

Languages

  • Excellent oral and written communication skills in English are essential; working knowledge of either French, Russian or Spanish is desirable.

  • Demonstrated professional competence in organisational development, project management and change management;
  • Strong interpersonal and organizational skills; ability to lead in a fast-changing environment;
  • Strong analytical and conceptual skills in analyzing and interpreting HR operational issues, formulating options, and proposing and implementing solutions;
  • Proven ability in establishing and maintaining effective working relationships with people of different national and cultural backgrounds;
  • Track record of being able to make actionable recommendations to senior leadership;
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit;
  • Keen sense of ethics, integrity and commitment to IDLO's mandate.

TERMS AND CONDITIONS

The annual salary for this fixed-term internationally recruited professional position, is in the range of €65,000.– commensurate with qualifications and experience, plus other admissible benefits. The selected candidate will be offered a contract for 24 months, renewable, subject to performance and fund availability. 

The compensation is net of tax for non-Italian /non-permanent Italian resident. IDLO benefit package includes: Provident Fund and subsidized health insurance coverage including life insurance, medical and dental through CIGNA International to the employee and eligible dependents.
