Special Notice

This position is based in Mogadishu and is funded for an initial period of one year and may be subject to extension. Appointment against this post is on a local basis. The candidate is responsible for any travel expenses incurred in relation to this appointment. Organizational Setting and Reporting Relationships:

This position is located within the United Nations Assistance Mission in Somalia (UNSOM) and is based in Mogadishu. The incumbent will report to the Senior Electoral Affairs Officer.

 

Duties and Responsibilities:

Within delegated authority, the Associate Electoral Officer will be responsible for the following: 

  • Provides advice and contributes to the capacity building of counterparts (s) in the national electoral authorities, including assisting in the establishment and management of field offices.
  • Implements programs in the following areas, as required: Electoral Training, Capacity Building, Civic/Voter education, External Relations, Electoral Legal, Electoral Procedures, Electoral Operations, Electoral Logistics, Electoral Security, Electoral IT Development, and or Voter Registration.
  • As assigned, addresses policy guidance, logistics, and other electoral needs in a timely manner.
  • Provide periodic reports to Headquarters on electoral and political developments in the assigned areas of responsibility in close collaboration with political, civil affairs and human rights officers; compiles a regular report to the Chief Electoral Officer on major electoral developments and issues in the field, including immediate and longer term problems.
  • Assists national electoral authorities in managing the flow of information between their HQ and field Offices.
  • Implement electoral operations in the assigned area of responsibility, as directed by Headquarters and in close coordination with relevant entities on the ground.
  • Provide translation from Somali into English and vice versa of a broad range of subjects pertaining to elections, including legal documents, briefing and training materials, as required.
  • Provide accurate and complete high quality consecutive and simultaneous interpretation into Somali from English and vice versa as required, during meetings and other events with senior Somali officials, including members of the Federal and Regional Governments, as well as the National Independent Electoral Commissions (NIEC).
  • Performs other duties as required.

Qualifications:

Education:   Advanced university degree (Master’s Degree or equivalent) in Social Sciences, Political Science, International Relations, Law, Anthropology, Economics, Communication studies or related field.  A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

 

Experience: A minimum of two (02) years of progressively responsible experience in elections and related areas; experience in electoral administration and systems in at least one country is desirable. United Nations electoral field experience in a peacekeeping operation and / or UN agency is desirable.

 

Language:  English and French are the working languages of the United Nations Secretariat.  For the position advertised, fluency in English and Somali (both oral and written) is required.  Knowledge of another UN official language is an advantage.

 

Other Skills: Experience in translation highly desirable.

Assessment:  Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.                                   

Additional Information:

Candidates who are not selected, but whose performance in the interview process nevertheless demonstrated them to be suitable for a similar function may be kept on a roster for up to seven years. Candidates placed on the roster may be considered for selection against future vacancies for the same function and level.
