Under the guidance and direct supervision of the UN Women ACO Deputy Country Representative, Programme Specialist – Monitoring and reporting, Partnership Development will be responsible and accountable for the effective and efficient provision of donor-related support services to senior management, programmes and operations units within the Afghanistan Country Office (ACO), and monitoring and reporting for UN Women. The donor related support services include external relations and resource mobilization coordination, coordinating the preparation of proposals and donor reports and maintaining a working relationship between UN Women and donors.

Duties and Responsibilities

Build and maintain effective external relations, strategic partnerships and support resource mobilization:

  • Develop the resource mobilization strategy/plan for the Afghanistan Country Office (ACO) and coordinate implementation;
  • Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge;
  • Develop a prospective donor profile database that includes prospective donor funding areas, geographical and sectoral preferences, criteria, and policies with a view to identifying funding opportunities;
  • Monitor calls for proposals related to UN Women ACO mandate;
  • Initiate Resource Mobilization meetings and presentations to prospective donors in Afghanistan and outside, including preparation of briefing notes;
  • Design and implement effective advocacy strategies and methods for proactive and strategic targeting of partners and donors.
  • Manage and coordinate relationships with key partners; provide technical inputs to senior management’s efforts to develop new and innovative partnerships;
  • Develop and implements strategies for maximizing potential for existing trust funds and regional projects and other sources;
  • Provide technical support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements.

Provide Planning Support to the Country Programme and Technical Support in monitoring of results against strategic outcomes and approved plans:

  • Coordinate Annual Work Plan (AWP) preparation, monitoring, and reporting ensuring linkage of AWPs and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan;
  • Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Provide feedback, as needed, into project design, including comments on project documents, theory of change and results matrixes from PME perspective; supporting identification of monitoring, review and evaluation needs during programmes/project planning, etc.;
  • Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation and reporting;
  • Provide strategic guidance to partners and Afghanistan Country Office in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys;
  • Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making;
  • Visit partners to support monitoring of results and planning processes;
  • Provide technical support to the implementation of UN Women’s Evaluation plan at the country level;
  • Serve as UN Women’s Monitoring and Evaluation Focal Point for the UNDAF (UN Development Assistance Framework), including full representation on the M&E Working group, providing advice on UNDAF indicators, and consolidating UN Women’s reports for the One UN Programme, as required.

Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:

  • Maintain Donor Agreement Management System for the country and ensure that correct data and documentation is uploaded; and timely action on extension/closure of agreements is taken;
  • Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Provide technical support to and ensure quality and timeliness of results oriented narrative and financial reports to donors;
  • Ensure the availability (including collecting and maintaining) of data for country reports, mid-term reviews, and final evaluations.

Manage knowledge building and sharing and advocacy efforts:

  • Support the process of developing and dissemination of best practices and lessons learned that are directly linked to the implementation of the programme including with donor partners;
  • Advise and support Afghanistan Country Office on resource mobilization procedures and guidelines as well as funding modalities;
  • Facilitate partnership and resource mobilization training to programme staff and managers including the development of tools and products, as needed;
  • Build capacity of staff in the country office to have a common understanding of Human Rights Based approach and Results Based Management (RBM) concepts, techniques and appreciate the importance of RBM to achieving UN Women Outcomes.

Required Skills and Experience

Education:

  • Master's degree in Public Administration, Economics, Social Sciences, International Relations, Political Sciences, Development Studies or related field.

Experience:

  • Minimum of 5 years of progressive relevant professional work experience in management methodologies along the areas of business development and management; 
  • Experience in external relations, partnerships and resource mobilization, administration and human resource development and management. 

Languages:

  • Fluency in English is required
  • Knowledge of local language, Dari or Pashtu is an asset.
