Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified international consultant to support the newly started operation in Cox’s Bazar in response to the Rohingya influx to the area.
Description of the consultancy:
In response to the Rohingya influx, DRC are launching an integrated programme of support to the government in site management, shelter/NFI and protection. DRC is currently assisting an estimated 180,000 refugees residing in the refugee camp around Ukhia and Teknaf. The Protection Programme for 2018 will consist of General protection, Child Protection and GBV programming. The main focus in the first half of 2018 will be on capacity building of staff on common principles and universal minimum standards, protection principles, technical provision of specific sectoral guidelines in addition to day-to-day technical guidance in the field. As part of this integrated Protection approach in the operational areas, DRC will ensure that Psychosocial Support (PSS) is mainstreamed in all of their activities to provide the highest possible quality of programming to the population of concern. All components of DRC’s protection programme are working through a community-based approach building on existing capacities and coping strategies of the refugee population. Further, DRC are working towards provision of comprehensive case management services including effective referrals and follow up for services provided external to DRC or by other DRC units, as well as provision of PSS as a potential component of case assistance where needed. PSS provision will also be ensured as a component of child protection (at the level of CFS) and GBV response (individual case level and group level). Considering that the Rohingya crisis is currently in the first phase of response and that DRC have recently hired a large number of new staff to provide these services, there is a strong focus on capacity building and training at the initial stage of the 2018 programme, prior to being able to safely and effectively deliver comprehensive services.
The consultant is therefore expected to provide both technical and practical guidance to DRC’s Protection team (consisting of General Protection, Child Protection and GBV staff) on the implementation of Psychosocial Support and ensuring mainstreaming this throughout their Protection programme. The consultant will try to understand the context in Cox’s Bazar and will design a training programme based on his/her findings. After training and consulting of staff as well as other (Mental Health and) Psychosocial Support (MHPSS)actors in Protection - recommendations are expected for a self-care plan for the protection staff.
Expected objectives/deliverables:
1) Assessment of MHPSS needs
• Consultation of MHPSS partners in Cox’s Bazar – identifying needs, understanding appropriate PSS approaches
• Understanding the culture and identifying what is culturally appropriate – through conducting of individual interviews, Focus Group Discussions etc.
• Assessing gaps and advising on PSS mainstreaming in General Protection, Child Protection and GBV programming
2) Design of Psychosocial Support Manual
• Design of a PSS Manual for use by DRC protection staff for counselling in protection case management (general, CP, GBV)
• Design of a training on the provision of PSS by protection staff
• Design of a PSS Training of Trainers (ToT) on this training
• Conduct the first PSS ToT
3) Capacity building on Psychological First Aid (PFA)
• Providing technical and field support to strengthen DRC’s institutional capacity, strategies and interventions in Protection programming
• Providing PFA training to DRC staff (all staff, not only protection specialized)
• Design a ToT for this PFA training
• Conduct the first ToT for PFA
4) Designing of staff care plan
• Reaching out to other MHPSS actors to understand their care plan and see if there is interest to set-up peer-to-peer support among different agencies
• While on assignment, the consultant will raise the awareness of the local team and management on staff care and wellbeing, and provide guidance on the set up of a care plan for protection staff in consultation with relevant staff
• Gives recommendations on ways forward: an organizational staff care plan will be provided to DRC at the end of the assignment to ensure access to counselling services.
Terms of Consultancy
1. The consultant will provide a proposal for consideration by the DRC recruiting manager, which must contain at a minimum, a proposed work plan (with timeframe), a full costing (a budget based on activity and output), any staff required in country to support the consultancy with brief ToRs and required skills, and any additional material resources required for the achievement of the objectives of the consultancy.
2. The full duration of the proposal should not exceed 8 weeks
3. The consultant will be provided with accommodation and transport (not food) by DRC for the full duration of the consultancy and will be required to adhere to DRC rules and procedures for the duration of the consultancy, including safety, code of conduct etc.
About you
The Training Consultant should have the following expertise and skills:
Education & Experience:
• Advanced University Degree or equivalent in psychology, gender studies, law, child and women’s rights, health, social work or child psychology or other field directly related to the substantive area identified in the title of the consultancy
Experience:
• 5-8 years of increasingly responsible professional experience in the area of gender-based violence, gender equality, women’s empowerment, child protection, and/or human rights, especially in humanitarian context(s).
• Demonstrable experience in designing and implementing PSS/PFA programming and training (please provide samples of previous technical manuals and trainings prepared where possible);
• Demonstrable knowledge in programming for services on gender, GBV issues and capacity-building activities in humanitarian emergency settings
Specific qualifications:
• Ideally experience in implementing PSS programming in Asia – preferably having worked with the Rohingya community
• Demonstrable knowledge of reproductive health issues and child protection issues in humanitarian settings
• Knowledge, skills, and experience in direct service provision to survivors of SGBV using a survivor-centred and multi-sectorial approach and primary prevention of violence against girls and women
• Experience in culturally sensitive programming, essential
• Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors
• Knowledge, skills and experience in participatory methods for community development and mobilization.
• Excellent communication, facilitation and interpersonal skills
• Fluency and excellent writing skills in English
Desirable
• Knowledge on Bengali language will be an advantage but not mandatory
