Background Information – Cambodia

UNOPS established its Cambodia Office (KHOH) in early 2013 which oversees a diverse set of projects/programs that includes a multi-donor funded project to support the Extraordinary Chambers in the Courts of Cambodia (ECCC) known as the Khmer Rouge Tribunal, the Malaria Programs funded by the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), the Regional Ardemisinin Initiative (RAI), advisory services to the Ministry of Agriculture, Forestry and Fisheries, Governance related projects funded by the EU as well as nutrition related initiatives.

UNOPS KHOH is also overseeing business activities and providing support and services to UNOPS operations in other countries, especially within the Mekong Region and the Philippines.

UNOPS KHOH is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio comprised of projects and programs in the infrastructure, governance, procurement, justice and agricultural sector and subsequently is looking for qualified and committed experts.

Background Information - Job-specific

The Principle Recipient programme (PR) under the UNOPS Asia and Pacific Regional Office has been established to support, develop and oversee UNOPS’ programmes implemented with Global Fund financing in the Region to ensure that synergies between different programme components are effectively developed.

The PR’s Cambodia team works in close cooperation with all PR teams in the Region, managing all grants in a coordinated fashion, including country grants for the Global Fund to Fight AIDS, Tuberculosis and Malaria as well as Regional Principal Recipients of GFATM regional grants for Greater Mekong Subregion (Cambodia, Laos, Myanmar, Thailand and Vietnam).

Functional Responsibilities

Under the direct supervision of the Programme and M&E Specialist, the incumbent shall be responsible for performing the following duties:

Grant making and reprogramming:

  • Analising the situation of the current project, beneficiaries, issue and the national planning
  • Developping Performance Framework for PR-UNOPS,  Principle Implementing Partner, and all SRs
  • Contributing inputs in forcasting of commodities for procurement
  • Contributing inputs in estimation of the project budget

Report Reviews:

  • Reviewing progress update reports and disbursement requests submitted by the grant recipients as per following:
  • Verifying grant recipient and implementing partners’ primary records (supporting documents submitted) for accuracy and completeness, and for the correspondence of those, with the summary internal/external reports prepared by the grant recipients  and implementing partners;
  • Conducting cross-checks of various primary documents with the summary reports;
  • Interviewing grant recipients and implementing partners’ relevant staff members, as well as program beneficiaries, including​​ malaria patients;
  • Debriefing grant recipient and implementing partners’ staff members on the main findings from the UNOPS verifications/reports;
  • Cross verification of M&E and health/programmatic data with financial, management and procurement data/information;
  • Conduct comprehensive programmatic and M&E analysis and reflect in the programmatic and M&E related sections of the obligatory reporting template

Implementation Reviews:

  • Organize and lead recipient assessments, and programmatic reviews to provide informed and independent professional advice to the donor about the capacity of recipients to effectively manage and implement the donor grant funds from a programmatic perspective;
  • Conduct regular (preferably monthly) and ad hoc visits to the grant recipients and implementing partners to monitor implementation of the projects (including trainings and other key events) and prepare corresponding reports;
  • Carry out regular monitoring of grant recipient and implementing partner performances and verify the implementation status of the programme and the progress towards reaching set programme targets;  
  • Review revised implementation planning documents during grant implementation (workplan, budget, procurement plan, M&E,others), and provide an opinion on proposed changes in programme implementation, effects these changes might have on attainment of programme objectives, proposed budget reallocations and provide recommendations to the client;
  • Undertake preliminary quality assurance of the LFA programmatic/ M&E deliverables to be submitted to the donor, to ensure that these are in line with contemporary professional standards; 
  • Plan, prepare and lead data verification and data quality exercises including travel to monitor status of grant implementation;
  • Monitor and inform the team leader of any developments within the country’s health system which may affect the performance of the grants;
  • Immediately raise all suspicious acts, transactions and activities and processes which may pose potential risks, misconduct, mismanagement, misuse and frauds by grant recipients and implementing partners to the attention of the team leader;
  • In conducting the above tasks, ensure that relevant guidelines and policies are adhered to including the ones which are related to M&E and programmatic/health functional areas. The respective international guidelines (i.e. WHO) shall be also consulted and followed.

Management & client relations:

  • Supervise and closely monitor the work of any LFA team programme and M&E staff;
  • Ensure that all teamwork, includes inputs of all technical staff, is of high quality and completed within the timeframe, and as per guidelines set by the donor;
  • Responsible for completion of the performance management process for assigned staff;
  • Contribute to the annual scope of work, cost proposal and the consequent annual work plan of team activities;
  • Foster an atmosphere of team spirit, mutual respect and professional independence within the team;
  • Assist the donor in grant negotiations;
  • Assist the donor in grant closure activities;
  • Demonstrate an overall understanding of the grant architecture and in-depth knowledge of all team activities required to be performed as described in the donor manual;
  • Remain updated on  donor guidelines and procedures, timeframes for completion of team activities, and the forms and templates to be used in the field of work;
  • Perform other duties as per the donor manual and/or as assigned/ required.

Education

  • Master's Degree or equivalent in health, public health, health economics,  epidemiology or related field. 
  • A first-level university degree in combination with additional 2year experience may be accepted in lieu of the advanced university degree

Experience

  • Applicants should have an advanced degree (desirable degree) in statistics, social science or a discipline relevant to M&E with proven technical Specialist in monitoring and evaluation.
  • Applicants should have experience and familiarity with the UN system
  • Applicants are required to have at least 5 years of relevant experience in monitoring and evaluation, including qualitative and quantitative techniques; from which 3 years must entail database management.
  • Fluency in multivariate statistical analysis including quasi-experimental and experimental approaches as well as sampling theory; ability to program in STATA, R or MATLAB is desirable.
  • Experience with online survey is desirable.
  • Knowledge of an open-source statistical computing language is preferred.
  • Proven ability in drafting clear and concise analytical reports and presentations is advantage.
  • Experience in training and capacity building is desirable.
  • Proven ability required to manage remotely and support country-based focal points/teams in data collection.
  • Excellent writing and analytical skills would be an asset.

Languages

  • Fluency in written and oral English and Khmer is required.
