This is an international Consultancy opportunity to assess the Nutritional status and feeding behaviors of children, adolescent and pregnant and Lactating mothers Through Standardized Monitoring and Assessment in Relief and Transition (SMART) survey in six flood affected districts (Rautahat, Sarlahi, Mahottari, Saptari, Sunsari, and Jhapa) for 45 days between the period of January to March 2018.

For every child, The Consultant

will carry out SMART survey the six flood affected district to have a deeper understanding for effective nutrition interventions and to allocate the required resources based on the evidence provided by the survey. Since, there is lack of expert on SMART Survey in the country and its urgency to implement the survey as soon as possible, it is a dire need to recruit one international consultant to facilitate the entire SMART Survey in the six flood affected districts.

How can you make a difference?

  1. Develop survey plan and guideline:
  • Develop SMART strategic plan
  • Develop a SMART survey national training manual
  • Develop questionnaire to include more variable on IYCF, WASH, Health & food security
  • Review essential documents and develop survey protocol
  • Form SMART survey reference group and provide orientation to the reference group members on their TOR
  • Prepare sampling framework & calculate sample size with relevant stakeholders
  • Print maps of selected enumerations areas for field work
  • Preparation for training and selection of pilot survey areas

II. Support local survey institution to carry out the SMART survey field work:

  • Support to identify data collectors’ appropriate supervisors
  • Standardization of anthropometric measures
  • Carry out and supervise the pilot test
  • Pilot test data entry and preparation review points for feedback
  • Feedback on pilot test results and discussion on areas that needs further strengthening
  • Guide local survey institution for logistic preparation

III. Develop capacity of data collectors, supervisors and relevant stakeholders through training programme:

In order to conduct the survey training, the consultant will cover details in the interviewer’s manual. The survey training will be attended by the technical committee of Nutrition Cluster, survey data collectors, supervisors. In the training, following things will be covered:  

  • Random selection of households
  • Identification of individuals to measure or interview
  • How to complete the questionnaire
  • Correct age in months estimation or validation using the calendar of local events
  • How to make correct anthropometric measures
  • The standardization of anthropometric measures: Each interviewer will have to measure 10 children under five years of age twice (height, weight and MUAC). The results of the standardization test by interviewer must be produced immediately (overnight) to determine if further training and standardization is needed.
  • Procedures to refer the SAM and MAM cases to the treatment sites (OTC and SFP)

IV. Provide technical assistance and guidance for the field work

  • Facilitate local institution to develop the field visit schedule, site selection
  • Support to prepare forms and formats for data collection including different tools and techniques as per need including anthropometric equipment
  • Guide to develop supervision plan for field support

V. Support local survey institution for data entry, analysis and interpretation of the survey data

  • Guide to local survey institution for data compilation
  • Document the constraints, difficulties or potential biases identified during the data collection in weekly supervision reports for communication to the team leaders and the technical committee.
  • After data collection, complete the double data entry and validation of data
  • Analyse and interpret the results of the survey with the members of survey reference group, nutrition cluster members, UNICEF and Child Health Division of MoH

VI. Support local survey institution to ensure quality of survey report in line with UNICEF reporting standard

  • The context of the survey
  • The objectives
  • The methodology including the type of survey, target population, sampling methods including household selection, data collected, indicators and cut-offs used, the identification and referral practices of children with SAM, the training, supervision and implementation of the survey documenting any ethical considerations
  • The results – estimates of malnutrition presented with confidence intervals
  • The data quality report from ENA included as annex in the report
  • The list of names of all persons involved in the survey and their positions in the annex. This list should include The master anthropometry trainer, the supervisors, the interviewers

VII. Share overall results of the SMART survey among the Reference group members

  • Coordinate with local survey institution to organize a meeting among the reference group members (Nutrition Cluster technical committee, Nutrition section of Child Health Division of MoH and UNICEF).
  • Prepare summary outcomes of the SMART survey
  • Disseminate the summary outcomes
  • Collect comments from the reference group members
  • Adjust the relevant comment in the report

VIII. Support UNICEF and CHD for final dissemination of the survey outcome

  • Complete the final report including the following details not limited to:
  • Present the survey results to the technical committee for review (POWERPOINT) 
  • Create several copies of survey materials on CD-ROM for archiving, including:
  • All the spread sheets or materials used for sampling
  • The files from ENA used for planning, standardization test and data entry of anthropometry and mortality
  • The raw data (first and second entry)
  • The final data (third validated dataset)
  • Any syntax used for data analysis with other software (STATA, SPSS, SAS, EPIDATA, EPIINFO).
  • The standardization files and/or report of anthropometry measurers
  • The final report in WORD and presentation(s) in POWERPOINT
  • All other relevant documents and or tools used in survey
  • The list of selected clusters, enumeration areas, cluster or EA maps, and any other information used to randomly select households in the survey.

Deliverables:

1st Deliverable by 31 January 2018

  • Submission of: -
  • SMART survey strategy paper focused on improving quality
  • National SMART Survey Training manuals
  • Updated and improved SMART survey questionnaires
  • Field Monitoring Checklist for Supervisors

2nd Deliverable by 28 February2018

  • Submission of the report on a carried out the survey in the six flood affected districts
  • Submission of CD with cleaned data set
  • Submission of EA maps, and any other information used to randomly select Submission of the report on households in the survey.
  • Submission of manuscript for documentation of SMART survey
  • Submission of report of Enumerators recruited and trained
  • Submission of report of Standardization of anthropometric measurers

3rd Deliverable by 31 March 2018

  • Submission of process documentation report
  • Submission of final report of SMART survey report

To qualify as an advocate for every child you will have…

  • Advanced University degree in public health, nutrition or other relevant field of study
  • Minimum five years of work experience in conducting nutrition surveys with SMART methods
  • Demonstrated skills in survey or evaluation report writing
  • In-depth understanding of malnutrition and household food security from nutrition/public health point of view
  • Demonstrated skills with statistics analysis software (EPI-Info, SPSS, SAS, STATA or others)
  • Fluent in working language of country (English)
