Context:

Under the direct supervision of the Chief of Mission; in close collaboration with the Regional Office (RO) Pretoria, the Department of Migration Management (DMM) at Headquarters (HQs) and the Global Migration Data Analysis Centre in Berlin, the successful candidate will be responsible for the implementation of the project on human rights management aimed towards promotion and protection of human rights of vulnerable and at-risk populations. Core Functions / Responsibilities:

1. Monitor and oversee the implementation and coordination of project activities including tracking and monitoring of project finances.

2. Establish and maintain strong collaborative partnerships with the Government of Zimbabwe, donors, partners and other IOM missions.

3. Ensure compliance with general instructions of IOM in the areas of finance during the implementation of the project.

4. Provide technical assistance to implementing partners; ensure monitoring and evaluation of all project components; compile project progress reports for donor partners. Page 1 / 35. Provide technical knowledge/best practices on human rights monitoring and protection and chair the Human Rights Monitoring and Protection Consortium meetings.

6. Enhance the capacity of the core project team to ensure data compiled through the project is analysed clearly, neutrally; presented and accessible to project partners, consistent with their evolving information requirements.

7. Develop strategies and actions for engaging with local and national authorities to fulfil their obligations to protect citizens.

8. Provide information, through the supervisor, to the Government of Zimbabwe (GoZ) and relevant Government institutions on aligning Zimbabwe’s migration laws and by-laws in line with the relevant Constitutional acquis.

9. Assist in the creation of an inter-institutional data sharing mechanism that will enable the sharing and analysis of key human rights.

10. Liaise with relevant units at HQs and RO in Pretoria about the implementation of the project.

11. Assist the Chief of Mission in preparing periodic, mid-term and final reports for submission to the donors.

12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Human Rights, Political or Social Science, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in post-conflict situations and displaced persons;

• Experience in the humanitarian field, including experience in complex emergencies and with vulnerable populations and development assistance field;

• Sound knowledge of project development and managing projects, project design and budgeting and human resources management;

• Good knowledge and experience of Inter-governmental and non-governmental organizations mandates and programmes in the humanitarian responses, vulnerable populations, post conflict construction and development;

• Demonstrated experience in the humanitarian reform framework;

• Experience in migration data management.

Languages

Fluency in English is required.

Internationally recruited professional staff are required to be mobile.
